CanNor is looking for its next Vice-President, Pan-Territorial Operations to lead economic development programs and services across Canada’s three territories

About the Role:

As the Vice-President, Pan-Territorial Operations, you will provide leadership to your teams located in Iqaluit (Nunavut), Yellowknife (Northwest Territories) and Whitehorse (Yukon), to promote and advance economic development in northern Canada through regional intelligence, strategic thinking and operations planning, and the oversight of programs. You will work closely with Territorial governments, Indigenous organizations and northern communities to foster and manage strategic pan-northern, regional and community investment projects and programs in the form of grants and contributions programs. Reporting the President, you will have a seat at the Executive management table and regularly provide advice to the President and Minister.

Established in August 2009, the Canadian Northern Economic Development Agency (CanNor) is the only federal agency with an exclusive mandate for the North. Headquartered in Iqaluit, Nunavut, CanNor's vision is to develop a strong, diversified, sustainable and dynamic economy for Northerners and Indigenous people, communities and businesses across Canada's three Territories. It achieves this through its mandate of fostering regional economic development across the North by delivering programs, building partnerships to leverage investments in the North and advocating for the interests of Northerners and Aboriginal people.

Total Compensation and Benefits:

This Executive position includes the following competitive compensation and benefits:

-Salary: $140,900 to $165,700 + Allowances*: approx. $22,000/year to $38,000/year+ Vacation Travel Assistance twice a year (including for spouse and dependents) and Performance pay . Please note that rates and conditions are subject to change.

-Executive benefits package including medical, dental, defined benefits pension and more.

-Subsidized federal housing and relocation assistance.

This position is located at CanNor headquarters in Iqaluit, Nunavut. Candidates applying from outside of Iqaluit will need to relocate to Iqaluit, for this position.

Intent of the process

The intent of this process is to fill one full-time indeterminate (permanent) position in Iqaluit, Nunavut.

There are many flexible ways in which this position could be staffed, including entering into an agreement with a candidate’s current employer to ‘loan’ them to this position for a set period of time, while retaining their current salary and leave. In the event that an employee of the federal public service is qualified and identified as the right fit for this EX-03 position, we may consider using staffing options such as acting, deployment, assignment or secondment.

Experience:

E1. Recent and significant* experience at the executive level in leading the delivery of economic-related programs or services that include a grants or contributions component.

E2. Significant* experience in providing strategic advice to senior management on sensitive issues.

E3. Experience in building strategic partnerships with executives or officials in one or more of the following: the private or not-for-profit sectors; First Nations, Métis or Inuit communities; government organizations.

E4. Significant* experience managing complex** human and financial resources

*For the purposes of this assessment, “significant” experience is defined as the depth and breadth of experience acquired over a time period of approximately two years in an executive-level position, and “recent” is approximately within the last two years.

**This position requires someone who can manage three teams across three territories and a large grants and contributions budget. “Complex human resources” is defined as the management of a direct report who manages a team or the direct management of multiple teams. The management of “complex financial resources” is defined as full delegation and being responsible for financial planning, budget allocation, resource management, forecasting and reporting.
