Duties

As a Product Officer, you will be responsible for:

• Providing client service by guiding departments and agencies who are having problems issuing payments; reviewing and dealing with system generated error reports and assigning complex issues to Senior Product Officers;
• Explaining procedures and systems operations to client departments and agencies;
• Collaborating with Senior Product Officers, Business Analysts and Payment Policy Officers to provide support as needed;
• Creating test plans and performing end to end testing with clients to ensure all systems are performing according to specifications;
• Participating in projects, working groups and team meetings to provide input to the improvement of service delivery to clients;
• Maintaining procedures, contact lists and ensure posted information is up to date and relevant.

As a Payment Policy Officer, you will be responsible for:

• Coordinating the schedule 1 delegations of authorities at the branch level, liaising with sector representatives and corporate services; ensuring the daily approval and submission of schedule 1 requests in the system, and providing client service by managing the generic mailbox and guiding sectors who are having problems with the system;
• Leading the schedule 4 delegation process: coordinating form changes in conjunction with sectors and Finance Branch; tracking and maintaining records for the branch;
• Coordinating and drafting communications on behalf of the directorate;
• Preparing responses (usually requiring gathering and manipulation of data in an excel format) to ATIP requests;
• Maintaining procedures and contact lists, and ensuring posted information is up to date and relevant;
• Collaborating with the Senior Payment Policy Officers on payments-related issues, providing support where needed;
• Participating in projects, working groups and team meetings to provide input to the improvement of service delivery to clients.

As a Business Analyst, you will be responsible for:

• Playing an active role in supporting the resolution of operational incidents;
• Providing advice and information for the change management process; reviewing client and business requirements and participating in the analysis of changes;
• Planning, organizing and conducting pre-operational analysis;
• Participating in the development, implementation and monitoring of policies and procedures;
• Participating in projects, working groups and team meetings to provide input, contributing to the improvement of service delivery to clients.

These positions are part of the directorates responsible for managing the Receiver General payment processes, which represents over 330 million payments reaching about two thirds of adult Canadians as well as managing the integrity of the treasury systems. In 2020/21, these directorates collaborated with departments and agencies to implement several new payment products, ensuring that Canadians and businesses had the financial support they needed through the pandemic with the issuance of an additional 100 million payments. Payments are made to Canadian citizens, pensioners, public servants, government suppliers, new immigrants and many others. This also includes promoting the use of direct deposit; and working with financial institutions for both domestic and foreign payments, cheque production facilities, Payments Canada, and Canada Post for payment delivery.

EX2 - Experience in explaining procedures and/or systems operations to clients.

EX4 - Experience in writing 2 forms of documentation such as (but not limited to) procedures, business requirements, training material, test plans, decision records, newsletters, communiqués, user guides or incident reports.
