SCREENING QUESTIONS
It is not sufficient to only state that the qualification is met or to provide a listing of current or past responsibilities. The Regional Railway Works Engineer’s duties and responsibilities include the following:
• Plans, coordinates and conducts engineering inspection and audits of railway infrastructures, crossings and signal systems within the region; and recommends compliance and/or enforcement actions/measures for defects, irregularities or alleged infractions to the Railway Safety Act (RSA) and related rules and regulations.
• Reviews, and analyzes engineering and technical matters related to requests submitted by railway companies for interpretation of rules, regulations and standards, for exemptions from the Rail Safety regulatory framework, and for non-standard work; and submits pertinent recommendations to the Regional Manager of Rail Safety Engineering.
• Provides subject matter technical direction, guidance, advice and interpretation to a wide range of internal and external stakeholders.
The immediate intent of this process is to staff one EN-ENG-04 position on an indeterminate (permanent) basis.
A pool of qualified and/or partially assessed candidates may be established to staff similar position with various tenures (indeterminate, term, deployment, assignment, secondment or acting opportunities) security profiles and language requirements within Transport Canada (TC).

ED: Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering or some other engineering specialty relevant to the duties of the position.
OC: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
EX1: Experience in evaluating Canadian railway engineering projects and applying any standards pertaining to them, OR experience working on Canadian highway traffic engineering and operations projects and applying any standards pertaining to them.
EX2: Experience in dealing with stakeholder representatives.
EX3: Experience in conducting site inspections.
EX4: Experience performing one of the following: regulatory oversight, quality control or quality assurance functions.
EX5: Recent and significant* experience in one of the following: engineering work relating to railway works, highway traffic design or bridge engineering.
*Recent and significant experience is defined as the depth and breadth of experience associated with having performed a broad range of various, complex activities normally acquired over a period of at least four (4) years; and the performance of those duties within the last two (2) years.
AED: Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
AEX1: Experience in project management principles.
AEX2: Experience in dealing with Transport Canada for issues related to access control, railway grade crossings, railway track inspections or bridge work.

OPERATIONAL REQUIREMENTS
Ability and willingness to work overtime as required.
Physical Environment: this position requires, on occasion, physical effort to climb railway structures, equipment or facilities on sites where the access is difficult and the terrain is rugged.
Reliability Status security clearance
Possession of a valid provincial driver's license.
Ability and willingness to travel at short notice for extended periods by all modes of transportation.

ASSESSMENT - GENERAL INFORMATION
Random selection, invoking asset qualifications may be used in conjunction with other volume management strategies that can be applied at any stage in the staffing process.

ASSESSMENT – RESCHEDULING
Rescheduling will only be dealt with on a case-by-case basis. Supporting documentation will be required at the time of your request to be rescheduled.
Possible reasons for alternate assessment dates:
· Medical reason with doctor's certificate;
· Death in the immediate family;
· Professional obligation (proof required);
· Confirmation of pre-approved travel plans; or
· Religious reasons.
Candidates will be required to provide proof of education as part of this selection process.
