EDUCATION
ENGINEERS: Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position and eligibility for certification as a professional engineer in Canada.
ARCHITECTS: Graduation with a degree* in architecture from a recognized post-secondary institution and eligibility for certification as a professional architect in Canada.
*Degree: A baccalaureate or higher level degree, as established by educational authorities.
EXPERIENCE
1. **Recent and ***extensive experience in Real Property project management in design and construction of buildings or engineering assets (construction includes buildings, infrastructure, interior fit up and equipment). This includes all project delivery phases, from planning, design, to construction, including commissioning and handing over, with varying degrees of ****complexity in an environment of competing demands.
2. **Recent experience in managing multidisciplinary project teams including consultants and contractors.
3. **Recent and ***extensive experience with ****complex procurement processes and contract management related to Real Property, IT projects, and/or Building Components and Connectivity projects.
4. Experience in preparing briefing materials and/or providing strategic advice to clients, stakeholders, and/or management (directors and higher levels).
5. **Recent experience in supervising employees (which includes assigning work to them and monitoring their performance) and financial resources (which includes financial planning, forecasting and reporting).
**Recent experience is defined as having at least 5 years' relevant experience within the last 8 years.
***Extensive experience is defined as the management of several projects/components that are strategically or thematically linked; to qualify on this factor, candidates must demonstrate they manage or have managed the strategic component as well as various types of projects including large projects with a high degree of technical difficulty.
**** Complex projects must include 3 or more of the following characteristics and have a total value of at least $20M:
-large number of stakeholders requiring specific governance and organized communications,
-important mechanical / electrical / environmental sustainability / heritage component,
-multi-disciplinary consulting team,
-interrelated dependencies with other projects or programs,
-alternative form of delivery, or
-approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
ASSET EDUCATION
A post-secondary diploma in Project Management or a Project Management Professional (PMP) certification.
ASSET EXPERIENCE
1. Experience in rehabilitation, renovation and construction of high security facilities and/or office buildings.
2. Experience in planning, developing and delivering time sensitive and high-risk projects involving real property facilities and key Partners like House of Commons (HoC), Senate, Parliamentary Protective Services (PPS), Royal Canadian Mounted Police (RCMP).
3. Experience in managing complex major capital, time sensitive and interdependent information technology (IT) projects (Building components and connectivity projects).
4. Experience in methods of project delivery (Construction Management, Design-Build, Design-Bid-Build).
