Work environment

Natural Resources Canada (NRCan) is the federal government department focused on Canada's energy, mining, forestry, earth sciences and clean technology sectors. We are a small but busy department dealing with big Government of Canada priorities and files such as pipelines, electric vehicles, wildfire management and many more. With the current pandemic situation, NRCan is actively reviewing how we are working. As we progressing through our review, a "hybrid model" seems to draw consensus amongst management. As such, we will consider candidate outside of the Ottawa region as long as there is a demonstration of adequate connectivity to the Government of Canada network through your home Internet connectivity.

Intent of the process

The intent of this process is to staff 2 indeterminate EX-01 position and 2 anticipatory positions with the Real Property and Workplace Services Branch.

positions within NRCan.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution or acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
- Recent (1*) and significant (2*) experience in leading teams in an operationally complex (3*) environment to provide services or program delivery to a variety of client groups or stakeholders.
- Significant (2*) experience in establishing and maintaining strategic partnerships with a variety of stakeholders, such as departments and agencies from the federal government, other levels of government, non-governmental organizations, or private sector organizations.
- Experience in leading an organization through a period of significant change related to program or service delivery, client service orientation, or organizational design.
- Recent (1*) and significant (2*) experience in providing strategic advice and recommendations to senior management (4*) on complex issues (3*).
- Recent (1*) and significant (2*) experience in managing human and financial (5*) resources.

Definitions:
1*: Recent experience is defined as experience gained within the past five (5) years.
2* Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities acquired over a minimum period of three (3) years
3*: Complex is normally defined as having at least two (2) of the following characteristics: is multidimensional, is of a confidential nature, affects multiple partners or stakeholders, creates a precedent or has a major impact on the Department or the public service, involves high risk and significant monetary value, and/or potentially attracts wide media coverage.
4*: Senior management is equivalent to Director, Senior Director or Vice President in the private sector, or Director General level (or equivalent) and above in the Federal Public Service
5*: Managing human and financial resources: applicants must indicate the number of employees they supervised directly and the size of the budget they were accountable for.

EDUCATION:
Master’s degree from a recognized university in a field related to the position such as economics, finance, urban planning, science, engineering, architecture, business administration or public administration.

Degree equivalency

EXPERIENCE:
- Recent (1*) experience managing the delivery of real property services, accommodations services, environmental management/protection, assets management or occupational health and safety.
- Experience in managing a large and diverse real property program in a decentralized department.
- Experience in developing and implementing strategies, policies, processes and standards in the field of Real Property, capital planning, environmental management, occupational health and safety, sustainable development or investment analysis.
- Experience in leading significant change in complex environments related to Real Property.
- Experience in consulting, negotiating and managing complex projects and/or programs involving internal or external stakeholders with competing interests.
- Experience in the development, planning and delivery of major capital projects.
- Experience in project management, design management, contracting processes or portfolio management related to real property projects.
- Experience in engaging central agencies, in areas such policy development, development of new programs, Treasury Board submissions, or innovation at the Government of Canada level.
- Experience in planning or managing transformational activities resulting in significant departmental impacts.

KNOWLEDGE:
- Knowledge of the relevant Acts and Regulations as well as related policies pertaining the departmental mandate and governance of departmental operations and programs.
- Knowledge of federal and departmental objectives, policies and programs in the area of real property management
- Knowledge of the emerging trends and priorities in the Public service of Canada and their impact on the management of real property and accommodations
- Knowledge of the principles of life cycle management, greening, sustainability and resilience of real property.

OPERATIONAL REQUIREMENTS:
- Willingness to work after hours and on weekends
