When answering the screening questions, remember that the assessment board cannot make assumptions about your Education and Experience. It is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples with significant details to explain WHEN, WHERE and HOW you acquired each qualification. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview.

Intent of the process

The immediate need is to staff 1 position within the NCR. A pool of partially qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures as well as various security clearances within Fisheries and Oceans Canada (DFO).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of training, education, and/or experience.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE
Experience providing strategic advice and recommendations to senior management (Director and above) including oral and written briefings on complex* issues related to IM or IT.
Significant** experience in the planning, delivery, and management of IM/IT services or projects.
Significant** experience negotiating, developing client relationships, and building consensus among various stakeholders and at various levels across an enterprise.
Experience in human*** and financial**** resource management.
Experience in developing and negotiating agreements with clients.

*Complex is defined as the breadth and scope associated with multi-disciplinary, multi-jurisdictional or multiple stakeholder projects.
**Significant experience is defined as the experience exercising direct responsibility associated with having performed a broad range of complex activities normally acquired over a period of over three (3) years at the manager level (CS-04 or equivalent).
***Human resources management is defined as managing and supervising personnel including the management of day to day activities, performance management and leave approval.
****Financial resource management is defined as budget planning, resource tracking and financial prioritization activities.

EDUCATION
Graduation with a Business degree from a recognized university with a specialization in computer science, computer engineering or other discipline related to the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION
Recognized Project management Certification (PMP, Prince II, etc.)
Certification in Information Technology Infrastructure Library (ITIL).
Certified Business Analysis Professional (CBAP) designation.

EXPERIENCE
Significant**experience negotiating and managing contracts with Vendors for the provision of IT applications, services and products.
Experience leading change in an IT organization.
Significant** experience in building consensus among various stakeholders (internal and external) on business transformation activities to develop business functional requirements leading to implementable IM/IT solutions.
Significant** experience in designing and maintaining architectures such as Business Architecture, Enterprise Architecture, Information Architecture, Systems Architecture, Technology Architecture, Security Architecture and Data and Information Architecture.
Experience in strategic IM/IT planning including positioning of IM/IT investments for departmental consideration.

**Significant experience is defined as the experience exercising direct responsibility associated with having performed a broad range of complex activities normally acquired over a period of over three (3) years at the manager level (CS-04 or equivalent).

KNOWLEDGE
Knowledge of the IM/IT roles and responsibilities of central agencies and federal departments and agencies.

OPERATIONAL REQUIREMENTS
