Duties

The main responsibilities are as follows :

Stream 1 (Payments in lieu of taxes team):
• Revising real property valuations produced by third parties and cities real estate modernized calculation files.
• Providing federal customers with specialized consultation services in terms of Payments in lieu of taxes (PILT) financial forecast for the next 3 years.
• Discussions on real estate federal values with taxation authorities.
• Coordinating evaluation studies used in matters related to real property values.

Stream 2 (Valuation team) :
• Providing clients with specialized and strategic consultation services.
• Preparing real property valuations, market studies and market analysis reports.
• Providing arm’s-length and independent quality assurance, reconciliation and approval functions for appraisals, market surveys and market analysis reports produced by third party appraisers.
• Identifying and clarifying critical assumptions which have an impact on value estimates and thus on the resulting business decisions.
• Coordinating evaluation studies used in negotiations or in matters related to real property.

Intent of the process

The intent of this process is to staff two (2) positions for stream 1 and to create a partially qualified pool of candidates for the 2 streams to staff similar or identical positions within Public Services and Procurement Canada (PSPC), Quebec Region, with various tenures, linguistic profiles and security profiles.

EDUCATION :

Streams 1 and 2 :
Graduation with a degree* from an accredited post-secondary institution, with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree*. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree* program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

*The term “degree” refers to a baccalaureate as established by educational authorities

Degree equivalency

EXPERIENCE :

Stream 1 :
Four years of recent experience in municipal assessment (market value) of commercial, industrial and/or institutional buildings.

Stream 2 :
Four years of recent experience in commercial, industrial and/or institutional real property valuation.

Streams 1 and 2 :
Experience using Microsoft Office word processing and spreadsheet software.

KNOWLEDGE:

Stream 1 :
Knowledge of the assessment methods of the Ministère des affaires municipales et de l’Habitation (MAMH) [Quebec Department of Municipal Affairs and Housing], of modernized municipal records and of the Marshall and Swift software.

Streams 1 and 2 :
Knowledge of the three (3) recognized valuation methods (income, comparison and cost methods);
Knowledge of real estate market trends and of their impact on values.

ABILITIES :
