Duties

- Coordinates and manages the human resources of the Fire and Fire and Emergency Response Services at one or more locations (including detachment units with military rank staff), develops platoon shift schedules, makes short term re-deployments to address leave, training and special projects, and coordinates communications between the platoons and specialists.

- Coordinates and oversees the creation and delivery of training programs, ensures the required educational standards are met, and that course contents are valid for all Fire and Emergency Response Unit staff and other CF/DND personnel.

- Coordinates the day-to-day delivery of emergency operations and services, and participates actively in response to select incidents. Assumes command and control until relieved by a higher authority

- Participates in the development of business plans and operational budgets.

- Conducts and/or reviews fire investigations and ensures corrective action is taken.

- Establishes and oversees maintenance and testing schedules for inspections of vehicles, fire suppression/detection systems, and water distribution systems, etc.

- Advises management and participates on technical committees on all matters pertaining to life safety, Fire and Emergency Response Services.

- Speaks and acts with the authority of the Chief as the designated 2IC during any absence of the Chief from duty, or from the office.

Intent of the process

The immediate intent of the process is to staff one (1) permanent position with French essential language profile at Valcartier military base (Quebec).

This process will be used establish a pool of qualified candidates to staff similar positions with different tenures (casual, acting, assignment, secondment, term, indeterminate, deployment).This pool could be used to fill similar positions within the Department of National Defense with various tenures, language proficiencies and security profiles.

EDUCATION

• Diploma of collegial studies in fire safety; or an acceptable combination of education, training and experience, OR
• Successful completion of the DND 6B Officer Level II course (Warrant Officer).

Degree equivalency

OCCUPATIONAL CERTIFICATION

Successful completion of courses accredited by the International Fire Service Accreditation Congress (IFSAC) or equivalent trainings*:

• NFPA 472 Hazardous Materials Technician;
• NFPA 1001 Fire Fighter;
• NFPA 1002 Driver/Operator;
• NFPA 1021 Fire Officer Level II;
• NFPA 1041 Fire Service Instructor Level I.

*IMPORTANT: The onus is on the candidate to provide appropriate examples in their answers to demonstrate how their equivalent training satisfies each of the aforementioned certification.

EXPERIENCE

1. Recent experience* in supervising fire hall personnel.

2. Recent experience* in firefighting.

3. Recent experience* in training and evaluating fire hall personnel.

*Recent experience is defined as experience gained in the last five (5) years of employment.

• Successful completion of the DND TQ-7 Officer Level II course (Master Warrant Officer).

ASSET OCCUPATIONAL CERTIFICATION

Successful completion of courses accredited by the International Fire Service Accreditation Congress (IFSAC) or equivalent trainings*:

• NFPA 1003 Aircraft Firefighter;
• NFPA 1021 Fire Officer Level III Certificate;
• NFPA 1031 Fire Inspector Level I or II; and
• NFPA 1035 Public Fire and Life Safety Educator, Level I or II.

EXPERIENCES

1. Experience in delivering fire protection, prevention and rescue activities in support of airport/airfield operations.

5. Must attend applicable training courses as selected and scheduled by the employer inside or outside the posting area.
6. The applicant must reside within a specific maximum distance from the workplace (75 km).
7. Incumbents may occasionally be asked to work overtime.
