Duties

As a Senior Project Engineer within VP, your responsibilities will include supporting the Project Manager and Deputy Project Manager in the planning, monitoring & controlling of engineering activities to support the design and construction of a class of vessels. Daily tasks will include providing recommendations on engineering decisions, review of documents, drawings, & deliverables and working in close collaboration with the other members of the Integrated Project Team (VP Engineering Support, and various members from other directorates).

Work environment

Fisheries and Oceans Canada (DFO) leads the management of Canada’s fisheries and the safeguarding of Canadian waters. The Canadian Coast Guard (CCG), a Special Operating Agency within DFO, is responsible for services and programs that contribute to the safety, security, and accessibility of Canada’s waterways. With over 10,000 dedicated employees in over 400 locations across Canada, our Department is often the only federal presence in smaller coastal and remote communities.

The Vessel Procurement (VP) directorate is responsible for the management of the design and construction of new large and small vessels, air cushioned vehicles, helicopters, and small craft to support the operational requirements identified in the Coast Guard Fleet Renewal Plan and the Integrated Investment Plan. The directorate is composed of several projects that must deliver various classes of vessels and aircraft as announced under the National Shipbuilding Strategy (NSS). It is a dynamic and challenging environment where your contribution will enable the Canadian Coast Guard to deliver critical services to Canadians who make use of our waterways.

Intent of the process

This appointment process will initially be used to staff five (5) indeterminate positions in Ottawa, ON within the Canadian Coast Guard.

However, a pool of qualified persons resulting from this process may be used to fill similar positions with various linguistic profiles, tenures and security requirements which may vary according to the position being staffed.

EDUCATION
E1: Graduation with a degree from a recognized post-secondary institution in naval architecture, mechanical engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
Eligibility for certification as a Professional Engineer in Canada with specialization in an engineering specialty relevant to the position.

EXPERIENCE
EX1: Considerable* experience in providing engineering services.

EX2: Significant** experience in engineering related to the design, construction or maintenance of ship systems or marine infrastructure.

EX3: Significant** experience in supporting project(s) in two (2) or more of the ten (10) areas of knowledge as defined under the Project Management Body of Knowledge (PMBOK) published by The Project Management Institute (PMI), i.e., project management of integration, scope, time, cost, quality, human resources, communications, risk, procurement and stakeholders.

EX4: Experience developing briefing material to provide advice and recommendations aimed at senior management*** on engineering issues.


*Considerable experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least seven (7) years.

**Significant experience is defined as performed the duties on regular basis for at least two (2) years.

***Senior management is defined as Director Level (EX-01) and above.

AE1: Recognized Project Management diploma or Project Management Professional (PMP) certified designation.

AE2: Master’s degree or higher from a recognized post-secondary institution in engineering or administration.

AEX1: Significant** experience in supporting project(s) in two (2) or more of the ten (10) areas of knowledge as defined by PMBOK in a ship building or ship repair environment.

AEX2: Significant** Experience in two (2) or more of the three (3) following project phases as defined by PMBOK, for a complex**** engineering project: Planning, Executing, Monitoring and Controlling.

**Significant experience is defined as performed the duties on regular basis for at least two (2) years.

**** Complex engineering project refers to projects that are multidisciplinary, have multiple stakeholders, have other project dependencies, and are of significant value.
