Fisheries and Oceans Canada (DFO) is looking for dynamic candidates to join its procurement team. As part of the operations team, as a Senior Contracting Officer you will have the opportunity to award contracts for the acquisition of goods, services and construction for both DFO and the Canadian Coast Guard. You will collaborate with the various clients on a regular basis to anticipate and analyze their requirements, develop strategies and options to meet objectives and provide advice on very interesting projects.

For candidates within the Centre of Expertise team, you will have the exciting opportunity to perform tasks such as reviewing and implementing procurement policy documents, preparing procurement reports, providing procurement training, resolving contracting issues, etc.

In addition, DFO offers a working environment where work life flexibility is really important. Depending on personal situations, we offer the opportunity to work both from the office and from home.

Intent of the process

The immediate need is to staff 1 position at Bilingual Imperative BBB/BBB level, on an indeterminate basis in Fredericton, NB.

The intent of this advertisement is to also create an inventory of partially or fully assessed professionals that may be used in the future to staff similar positions within Fisheries and Oceans Canada with various tenures, various bilingual linguistic profiles, various operational requirements and/or various conditions of employment.

EDUCATION
Successful completion of secondary school or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE
Recent and significant* experience in issuing competitive procurement processes for complex** goods, services or construction.
Recent and significant* experience in assisting clients in developing solicitation documents including statements of work and evaluation criteria.
Recent and significant* experience developing contractual documents including requests for proposals for complex** procurements.
Recent and significant* experience in providing advice and guidance to clients on the procedures and policies related to procurement of goods, services or construction.

* Recent and significant experience is defined as the depth and breadth of your experience normally acquired with the performance of those duties for a cumulative period of 24 months within the last five (5) years.

** Complex is defined as having experience in at least four (4) of the following elements:
- Involving multi-million dollar services or construction projects;
- Involving consultations with multiple stakeholders groups;
- Involving multi-year or multi-phased projects;
- Involving multiple trade agreements;
- Involving high profile or high risk projects (e.g. scope, security, emergency, departmental priorities, etc.);
- Involving the negotiation of price or non-standard terms and conditions;
- Involving the resolution of bid evaluation issues;
- Involving the resolution of contracts management issues;
- Involving consultations with client management (i.e. Manager level (EX minus 1 and above).

ASSET QUALIFICATIONS

EDUCATION
Graduation with a degree from a recognized post-secondary institution.
Graduation with a diploma from a recognized technical institute or college in a domain relevant to the position.
Certification from a program related to procurement

Degree equivalency

EXPERIENCE
Two or more years Public Sector procurement experience at the intermediate or senior level.
