Intent of the process

The intent of this process is to establish a pool of qualified candidates for positions at the PM 05 level throughout the Saskatchewan regional office of Indigenous Services Canada. Successful candidates in this pool may be selected for various PM 05 positions with various employment types and tenures (acting, assignment, deployment, indeterminate, secondment, specified period, casual)), and located in any of four locations across Saskatchewan: Fort Qu’Appelle, Prince Albert, Regina, and Saskatoon.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution; or, an acceptable combination of education and experience which includes, at minimum, secondary school (high school) graduation and three (3) years of experience related to management or government program administration.

Degree equivalency

EXPERIENCE:

Experience in leading a team or project.

Experience facilitating group workshops, leading meetings, or giving presentations.

Experience in working with business software, including word processing, spreadsheets, presentations and e-mail.

• social work
• education
• land management
• environmental studies
• economics
• business administration
• commerce

Degree equivalency

EXPERIENCE:

Experience managing funding arrangements or working with government transfer payments.

Significant experience* in managing financial resources.

Experience working with Indigenous organizations.

Experience supervising people.

Experience working in any of the following specific areas:
• Child and family protection or prevention services
• Elementary or secondary education service delivery or administration
• Economic development programing
• Health service delivery or program administration
• Social programs, such as income assistance
• Transfer payments or funding arrangements between governments and funding recipients
• Land and/or environment management
• Capital or infrastructure programs or projects
• Community development or First Nations governance

*Significant experience is defined as having the depth and breadth of experience that would normally be acquired over a period of 2 years or more.

KNOWLEDGE:

Knowledge of programs and services delivered by federal government departments or Indigenous organizations related to the following areas:
• Child and family protection or prevention services
• Elementary or secondary education service delivery or administration
• Economic development programing
• Health service delivery or program administration
• Social programs, such as income assistance
• Transfer payments or funding arrangements between governments and funding recipients
• Land and/or environment management
• Capital or infrastructure programs or projects
• Community development or First Nations governance

ABILITIES:

Ability to supervise.

Ability to implement, interpret or apply legislation, regulations, polices, or directives.

Ability to analyze and evaluate financial information and financial statements.

The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants must meet each essential qualification to be appointed to the position. An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. Hiring managers may decide not to assess some or all of the asset qualifications.
