We are urgently looking for additional support to help drive the Public Health Agency of Canada’s planning and response to COVID-19.

Duties

We are seeking people who thrive on challenges, cope well with the unexpected, easily think on their feet, and enjoy working with the public and stakeholders, love a fast paced and changeable work environment and who have good judgement to complement our Border and Travel Health team.

Land Border Ports of Entry

This work must be done on-site at various land border points of entry across the country – remote work is not a consideration. Positions supporting the Agency’s regional COVID-19 land point of entry (LPOE) test centres, provide facilities oversight, coordinate logistical operations, and liaise with key internal and external partners, including but not limited to: Canadian Red Cross, Canada’s Border Services Agency and Security partners. As PHAC’s main lead on the ground for the voluntary COVID test sites, provide sound advice and make recommendations on site management functions and border testing operations. These positions require completion of mandatory screening officer training.

Airports

This work must be done on-site at various airports across the country – remote work is not a consideration. These positions oversee operations such as supervising or managing a team, overseeing onboarding, scheduling and training staff; and engaging with key stakeholders at the airport (CBSA, Airport Authorities, Police, First Reponders etc).

Designated Quarantine Facilities (DQF)

This work must be done on-site at the DQFs across the country – remote work is not a consideration. These positions are responsible for managing the day-to-day operation of the DQF (such as coordinating the intake and discharge of travellers, ordering meals, replenishing supplies, verifying invoices, and ensuring the health and safety of travellers); providing oversight for safety protocols for staff, contractors and travellers; managing staff including staffing, scheduling, training, performance management, etc; and coordinating with partners and stakeholders such as police, security, EMS and mental health services and working with the DQF Management Team to prepare and respond to emergencies like building evacuation and other events that may disrupt the operations of the DQF. It is a requirement be able to work in the red zone and wear 4 Personal Protective Equipment.

Intent of the process

There is an immediate need for Site Coordinators/Manager positions at the land border points of entry in Lacolle (Quebec), Stanstead (Quebec), Saint-Armand (Quebec), Niagara Falls (Ontario), Fort Erie (Ontario), Windsor (Ontario), Lansdowne (Ontario), Prescott (Ontario), Sarnia (Ontario), Emerson (Manitoba), Coutts (Alberta), Douglas (British Columbia), Pacific Highway (British Columbia), Abbotsford (British Columbia) and St. Stephen (New Brunswick).

The Public Health Agency of Canada will pull and review the applications as received and contact applicants selected for further assessment. Additional locations, other than those listed, may be considered based on the needs of the position being staffed.

Asset Education:
Graduation with a degree from a recognized post-secondary institution with specialization in a health science field (e.g. public health, community health), environmental science or emergency management OR an acceptable combination of education, training and/or experience.

Note: Candidates MAY be required to meet the following experience qualifications, depending on the requirements of the specific position being staffed as they may be deemed as either Essential or Asset qualifications.

1. Experience in health and/or all-hazard emergency preparedness and response.
2. Experience working on operational aspects of emergency management, for example, infectious disease outbreaks or natural disasters.
3. Experience managing or supervising staff. (this includes but is not limited to managing HR issues/needs, Labour relations issues, training/development, mentoring, recruitment, or performance management etc.)
4. Experience promoting and ensuring compliance with legislation.
5. Experience in working with or managing contracted service providers.
6. Experience working in the transportation industry e.g. air, marine, road and rail.
