In addition to completing screening questions you will also be required to complete a text question assessing the following two criteria: “showing initiative and being action-oriented” and “ability to communicate effectively in writing.”
Virtual work arrangements may be available and will be determined on a case-by-case basis dependent on operational feasibility at the time of hiring. This does not imply tele-work; rather it means working from a federal government building. The employee will be expected to perform all functions of the positions remotely but will report to a manager who is working in another location.

The Controlled Substances and Cannabis Branch is responsible for a host of important and challenging files that touch the lives of Canadians including: supporting the legalization and regulation of cannabis; leading and implementing Canada’s Tobacco Strategy; regulating controlled substances and promoting initiatives that reduce and prevent harm associated with substance use; and coordinating the federal response to the opioid crisis.
The intent of this process is to establish a pool of fully or partially qualified candidates that could be used to staff similar positions with various tenures in Health Canada across Canada.

Education:
EDU1- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
Candidates must always have a degree. The courses taken for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training, and/or experience.
Experience:
Stream 1 (EC-04) & Stream 2 (EC-05)
EX1 - Experience* in analyzing and interpreting information or data from a variety of sources
EX2 - Experience working collaboratively with both internal stakeholders and external stakeholders (e.g., industry experts, Indigenous groups, provincial governments, not-for-profit organizations, national or international organizations)
EX3 - Experience* in drafting a variety of documents, such as background papers, briefing notes, memos, summaries, speaking notes or presentations for management**
Stream 2 (EC-05)
EX4 - Experience in conducting research on economic, social, business or financial issues, and communicating the results of that research to management**
Definitions:
* Experience is defined as the depth, breadth and complexity of experience acquired through the performance of duties or through direct responsibility for a minimum period of two (2) years for the EC-04 and three (3) years for the EC-05.
**Management is defined as a supervisor/superior at the Manager level or above.
Asset Education
AEDU - Master’s degree from a recognized university with acceptable specialization in a field relevant to the position
Asset Experience
AEX1 - Experience in contributing to the development of regulatory packages, Treasury Board submissions or Memoranda to Cabinet;
AEX2 - Experience in leading project teams;
AEX3 - Experience in contributing to the development and administration of legislation, regulation or organizational policies pursuant to strategic plans and priorities;
AEX4 - Experience in conducting policy/economic analysis or research related to controlled substances, cannabis, tobacco, vaping products and/or health issues;
AEX5 - Experience conducting cost-benefit analysis;
AEX6 - Experience in performance measurement and/or evaluation activities;
AEX7 - Experience in strategic planning and/or in corporate reporting;
AEX8 - Experience in providing advice on policy matters related to First Nations, Inuit or Métis, or participating in formal consultations or negotiations involving Indigenous peoples of Canada.
