Duties

Surveyor General Branch (SGB) https://www.nrcan.gc.ca/earth-sciences/geomatics/canada-lands-surveys/10780 is the Government of Canada centre of expertise for land surveying, geodesy and the international boundary between Canada and the United States. SGB is comprised of three lines of business.

First, the Canadian Geodetic Survey provides the fundamental reference frame and standards for the measurement of latitude, longitude, elevation and gravity anywhere in Canada, and monitors motions of our continental land mass in support of geomatics and geoscience.

Second, the Surveyor General for Canada Lands provides the framework that identifies, documents, registers and protects boundaries and property rights for Canada Lands, which in turn provide boundary certainty that stakeholders can rely upon.

Third, the Canadian Section of the International Boundary Commission (IBC) http://www.internationalboundarycommission.org/ , in cooperation with its United States counterpart, maintains the land boundary between Canada and the United States and regulates the construction of works within three metres of the boundary.

The Surveyor General Branch delivers on these three business lines through offices situated in 11 different locations across Canada namely: Vancouver, British Columbia; Edmonton, Alberta; Regina, Saskatchewan; Winnipeg, Manitoba; Toronto, Ontario; Ottawa, Ontario; Québec, Québec; Amherst, Nova Scotia (for Atlantic Canada), Whitehorse, Yukon; Yellowknife, Northwest Territories and Iqaluit, Nunavut.

The Surveyor General Branch is undertaking a nation wide competition in order to establish a pool of qualified candidates to fill positions of Senior Technologists at the EG- 05 level. SGB will use this pool to fill positions with work descriptions summarized as follows.

The Senior Technologists at the EG-05 level plan, organize, coordinate, and provide technical leadership/coordination and services for geospatial data acquisition, analysis/processing and representation projects; interpret and synthesize data and findings. This is done within the mandate of SGB, providing services as the central geomatics service provider that support such activities and responsibilities as day-to-day management and administration of the property rights systems on Canada Lands and private lands in the northern territories and the maintenance of the Canada / US International Boundary.

Surveyor General Branch has Senior Technologists positions available within the Cadastral Survey Information Unit located in Edmonton, Alberta and Ottawa, Ontario. Other locations mentioned above may be considered on an as needed basis.

A pool of qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada in Edmonton, Alberta or Ottawa, Ontario with the possibility of other SGB regional offices south of the 60th Parallel namely, Vancouver, British Columbia; Regina, Saskatchewan; Winnipeg, Manitoba; Toronto, Ontario; Québec, Québec; Amherst, Nova Scotia (for Atlantic Canada) at the EG-05 group and level with:
● various tenures (determinate period or permanent);
● various language requirements (English Essential, English or French Essential and Bilingual), various methods for staffing bilingual positions (imperative or non-imperative), with a linguistic profile of BBB/BBB; and
● various conditions of employment.

ESSENTIAL QUALIFICATIONS - candidates MUST meet each essential qualification related to the specific EG-05 position to be considered:

► A diploma (at least 2-year program) as a Technician or Technologist in land surveying from a recognized post-secondary institution or an acceptable combination of education or training as a technician or technologist in geomatics from a recognized post-secondary institution and work experience in land surveying as a technician or technologist.

Degree equivalency

Experience:
► A minimum of 5 years experience performing land survey work or cadastral geospatial data work as a technician or technologist.

Occupational Certification:
► A certification from a recognized Canadian Technicians and Technologists Association. Provide name of association, certification designation (e.g. Professional Technologist) and membership number.

Experience:
► Experience using development software such as FME, Python or other geomatics applications’ development software.
► Experience using ESRI « Parcel Editor », ArcMap, AutoCAD, ArcGIS PRO Software or other geomatics/drafting software.
► Experience performing quality control on geospatial data.
► Experience coordinating the technical aspects of land surveying or geomatics projects.

OPERATIONAL REQUIREMENTS:
►Willing and able to work overtime as required and to adopt flexible work hours as per operational requirements.
►Willing and able to work long periods of sustained attention to a computer screen.
