The Client Solutions team provides the Department of Finance with:
• An effective IT environment, constantly improving and evolving tools and solutions to support business functions.
• A new and modern Cloud environment to facilitate end-users collaboration and a new way to deliver IT Solutions.
• High-end COTS applications.
• Data analysis and reporting related to all aspects of IT (assets, incidents, client service requests, investigations, etc.) that feed senior management decisions and proactively identify potential issues or concerns.
• Technical expertise and support in account/access management, client service, smartphones, virtual communication/collaboration and VIP support.
• Innovation in hardware and business applications as we move to the cloud
• a business analyst process to define the right technologies for all of our business processes.

Intent of the process

The purpose of this process is to imminently staff one of each of the following positions at the CS-03 level on an indeterminate basis, with linguistic profiles which vary by position.

A pool may also be used to staff similar positions on an indeterminate or temporary basis of various tenures at the Department of Finance Canada.

This process has three streams:
STREAM ONE : Business Analyst (BBB/BBB)
STREAM TWO: Technical Advisor in Distributed Computing (English/French essential, BBB/BBB)
STREAM THREE: Technical Advisor in Business Applications (English/French essential, BBB/BBB)

EDUCATION (all streams)

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or an acceptable combination of education, training and/or experience.*

Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE (all streams)

Recent* and significant** experience in the provision of expert advice and recommendations to clients and management (manager level and above) on complex*** IT implementation strategies.

*Recent experience refers to a cumulative experience of three (3) years acquired within the last five (5) years of work.
**Significant is defined as having performed a broad range of related activities considering the complexity, depth and scope of the work handled, as well as the level of responsibility and autonomy demonstrated.
***Complex is defined as situations where there are few details, information is vague, incomplete or coming from one of many sources and where various levels of consultation and validation are required.

AED1: Bachelor degree in Computer Science, Engineering or Science.

EXPERIENCE:

Streams 1, 2 and 3:

AE1 - Experience managing user accounts and network access using Microsoft Active directory.
AE2 - Experience providing technical support on any or all of the following:
(i) Windows desktops and desktop applications in a Corporate environment
(ii) Web-based applications, including Internal and External Web applications
(iii) Client/Server applications (COTS or custom)
AE3 - Experience implementing/deploying and/or supporting new IT Systems in a production environment of at least 500 end-users.
AE4 - Experience developing operational reports using Microsoft Excel, ITSM tools, database queries and scripting.
AE5 - Experience developing administrative scripts using Microsoft PowerShell.
AE6 - Experience packaging and distributing applications in a Microsoft environment using System Centre Configuration Manager (SCCM).
AE7 - Experience writing standard operational procedures covering IT service end-to-end, configuration and/or administration guides of IT systems.
AE8 - Experience leading the technical design and implementation of new IT systems having multiple dependencies with network, server and desktop components in a matrix environment
AE9 - Experience in IT project management.

Stream 1: Desktop Management and Distributed Computing

AE10 - Experience in supporting VPN and Citrix Remote Access solutions.
AE11 - Experience in Microsoft 365 identity management and resolving technical issues related to Microsoft 365 products.
AE12 - Experience implementing and supporting cloud based infrastructure initiatives hosted in Microsoft Azure.
AE13 - Experience creating and supporting virtual machines in Azure.
AE14 - Experience implementing and supporting Azure Networking (DNS Zoning, Traffic Flows, Storage, Routing Tables, Gateways, Network Security Groupings, etc.).
AE15 - Experience monitoring the performance of Azure apps and services, performing audits, and proactively working to optimize functionality.
AE16 - Experience in supportig the enterprise computing infrastructure in the provision, management, storage, operation, scheduling, support and maintenance of the infrastructure;
AE17 - Experience in administering and supporting a Microsoft Exchange environment. (On-Premise, Hybrid, and/or Exchange Online)
AE18 - Experience in supporting a centrally managed desktop environment (imaging, patching end-user device, deploying standard applications to all users)
AE19 - Experience in administering and supporting File and Print services.

Stream 2: Business Application Support

AE20 - Experience administering, configuring and/or supporting Microsoft SharePoint.
AE21 - Experience in configuring and administrating Microsoft SQL.
AE22 - Experience in developing applications with Microsoft .NET.
AE23 - Experience in supporting client/server or web-based business applications in a production environment.
AE24 - Experience in deploying software releases in development, test and production environments.
AE25 - Experience in configuring or supporting cloud-based applications
AE26 - Experience in configuring and supporting SQL Databases in Azure (Azure SQL, Data Factories, Virtual Clusters, SQL Virtual Machines, etc.).

Stream 3: Business Analysis

AE27 - Experience representing an organization on committees, working groups, or other collaborative initiatives and providing advice and expertise on the topics.
AE28 - Experience in writing test plans for various technical solutions.
AE29 - Experience supervising and leading teams for the provision of technical advice.
AE30 - Experience designing, modeling and validating business process flows.
AE31 - Experience eliciting, analyzing, validating, documenting and prioritizing business needs and requirements.
AE32 - Experience assessing proposed solutions against the business needs, anticipated business outcomes and requirements.
AE33 - Experience facilitating communications with and between business clients and technology implementation teams or support teams.
AE34 - Experience in writing reports or technical solution summaries in plain language for end-users.
