Public Services and Procurement Canada (PSPC) helps the Government of Canada serve Canadians. There is one immediate vacancy. This process will establish a pool of qualified candidates that may be used to staff identical or similar positions with various tenures within PSPC (indeterminate, term, acting, assignment, or secondment) in the locations advertised (these are the preference locations for the appointments). Education:
EDU1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
Note: Candidates must always have a degree. The courses taken for the specialization must be acceptable and may have been taken at a recognized post-secondary institution but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training, and/or experience.
Experience:
EX1. Experience in independently preparing, with minimal guidance through to final versions, *complex briefing materials, presentations, reports and other documents for senior management within short deadlines and in situations where clarity is lacking
EX2. Experience in verbally briefing senior management clearly and credibly on complex matters
EX3. Experience in establishing and maintaining strategic external and internal working relationships
EX4. Experience in leading research and analysis on program and policy issues in order to support the development of options, recommendations, and advice to senior management
Note: *Complex issues would have two or more of the following characteristics: high profile (e.g. public or media attention), multi-stakeholder, multi-jurisdictional (e.g. more than one level of government), third-party interests, national in scope, requiring multiple consultations OR other factors that the applicant can demonstrate constitute complexity (e.g. exceptionally technical, novel issues, significant events). Asset Education:
Master's degree from a recognized post-secondary institution with specialization in economics, public administration, business administration, sociology or statistics.
Asset Experience:
AEX1. Experience with the provision of office accommodation services to clients
AEX2. Experience consulting or collaborating with leadership in Indigenous organizations
AEX3. Experience on contaminated site projects or programs
AEX4. Experience providing oversight on project status or program performance to ensure compliance and audit readiness
AEX5. Experience in collaborating with executives and briefing senior leadership (above the EX02 level or equivalent)
AEX6. Experience in real estate portfolio planning and real property investment analysis (financial analysis, cost/benefit analysis)
AEX7. Experience collaborating with stakeholders and clients in a virtual environment
AEX8. Experience in analyzing complex procurement requirements to identify and manage risk.
AEX9. Experience in project planning and delivery of various complex projects or programs.
AEX10. Experience in project trending analysis (industry market).
AEX11. Experience negotiating agreements with other governments or organizations.
AEX12. Experience developing and maintaining collaborative working relationships with organizations operating on behalf of unrepresented groups e.g. Indigenous partners, including First Nations, Métis and Inuit urban and/or remote communities and organizations, women and racialized communities.
