Duties

Defence Research and Development Canada (DRDC) has External Relations Officer (ERO) positions at its Research Centres and Corporate Offices in Suffield, Toronto, Ottawa, Valcartier and Halifax. Each position reports through a Deputy Director, External Relations as part of the Directorate of Science and Technology External Relations (DSTER).

The incumbents serve as a local point of contact for Research Centre staff and managers in support of the development of collaborative research activities, management of intellectual property (IP), and access to relevant DND/DRDC and other Government of Canada programs and initiatives. Working alongside the Deputy Director, the role involves significant liaison activities with external parties in academia, industry, and other government departments in order to support DRDC’s science and technology mandate.

Intent of the process

A pool of fully qualified candidates may be established and used to staff similar positions within DND with various tenures, language requirements, conditions of employment and for various locations.

Some criteria deemed essentials could be added and assessed at a later date, if required.

The immediate need is to staff four (4) indeterminate positions with a bilingual imperative BBB/BBB profile:

- Two (2) External Relations Officers (CO-01) in Ottawa, ON;
- Two (2) Senior External Relations Officers (CO-02) in Ottawa, ON as follows:
 Stream 1 - Senior External Relations Officer, Strategic Partnerships
 Stream 2 - Senior External Relations Officer, Economic Security / Intellectual Property Management

• Degree from a recognized post-secondary institution with specialization in a field related to the requirements of the position (e.g., commerce, marketing, business administration, legal studies, economics, international trade, international development, science, engineering) OR an acceptable combination of education, training and/or experience.

CO-01 positions only:

• EX1: Recent* experience in collaborating and maintaining relationships with internal and external partners.

• EX5: Recent* experience reviewing, analyzing and synthesizing information to prepare and provide strategic advice and recommendations to senior management (Director level and up / private sector equivalent).

CO-02, Stream 2 – Senior External Relations Officer, Economic Security / Intellectual Property Management positions only:

• EX7b: Recent* and significant** experience in undertaking analysis and providing strategic advice on complex national security, economic security, and/or intellectual property issues to senior management (Director level and above).

CO-02, Stream 3 – Senior External Relations Officer positions only:

• EX7c: Recent* and significant** experience in developing and maintaining relationships, and working collaboratively with internal and external partners to advance and support organizational programs or priorities.

• EX8c: Recent* and significant** experience in developing, negotiating, reviewing, and/or implementing arrangements with stakeholders (e.g. contracts, Memorandum of Understanding (MOU), intellectual property licenses, etc.).

* For the purpose of this process, “recent experience” is defined as experience acquired within the past two (2) years.

** For the purpose of this process, “significant experience” is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities over a minimum period of three (3) years.

• A graduate degree from a recognized post-secondary institution with specialization in business administration, international trade, commerce, finance, accounting, legal studies, public administration, sciences, or other degree relevant to the functions of the position.

ASSET EXPERIENCE
• Experience in the development, use, or review of legal documents, agreements and/or arrangements.
• Experience working in a technical role on a scientific or engineering research and development team.
• Experience supervising staff.
• Experience working on projects to either facilitate collaborative work, manage, or to promote economic security and/or intellectual property assets. (e.g. development of intellectual property management plans, technologies business plans analysis, development and negotiation of commercialization licenses, valuation of intellectual property and management of national and international patent files.).
• Extensive*** amount experience with intellectual property.
• Significant** amount of experience in licensing.
• Experience as a registered patent agent.

ASSET KNOWLEDGE
• Knowledge of key federal research and development partnership mechanisms.
• Knowledge of legislation, regulations and/or policies related to economic security, national security, and/or intellectual property rights management.
• Knowledge of intellectual property issues, including tools related to the protection of intellectual property (patent, copyright, trademark, etc.) and granting of rights mechanisms (e.g. licensing).
