In the Federal Public Service, the executive group is divided into five levels: EX-01, EX-02, EX-03, EX-04 and EX-05. The EX-05 and EX-04 are the Assistant Deputy Minister/Chief Financial Officer levels; EX-03 is the Director General/Executive Director level; EX-02 is the Senior Director level; and the EX-01 is the Director level. This advertisement is for positions at the EX-04 and/or EX-05 group and level.

Duties

Chief Financial Officers in the Government of Canada play a critical role in ensuring the sound stewardship of public resources. They are responsible for leading the financial management function in federal organizations, managing the financial resources entrusted to them prudently, and complying with legislation, regulations and government policies, directives and standards. As senior government leaders, they provide strategic financial and business advice to the Deputy Heads (e.g., Deputy Ministers) they report to, ensuring that key business decisions are based on sound financial analysis. Chief Financial Officers also play an important role in supporting the Comptroller General of Canada in the recruitment and development of financial professionals across government.

Intent of the process

A pool of fully/partially qualified persons resulting from this process will be created and may be used to fill similar positions with linguistic profiles (Bilingual Imperative CBC/CBC). Tenures (indeterminate, deployment, acting, assignment, secondment, Interchange Canada) may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
-A designation bestowed by the Chartered Professional Accountants of Canada (CPA Canada);
and/or
-Graduation with a university degree from a recognized post-secondary institution, with relevant experience and/or training (e.g., Senior Executive Advanced Finance and Accounting Program*) as determined by the Comptroller General of Canada.

*The Senior Executive Advanced Finance and Accounting Program (SEAFAP) is a specialized one-year program developed by CPA Canada designed to complement the technical financial expertise of senior executives in the Government of Canada.

Degree equivalency

Experience:
-Significant* and recent** experience in setting strategic direction and providing strategic advice to Ministers or Deputy Ministers, or equivalent (i.e., Chief Executive Officer, Chief Financial Officer, Chief Operating Officer, President, Board of Directors), on financial or oversight issues that have an organization-wide impact;
-Significant* and recent** experience at the executive level in collaborating and maintaining partnerships and in building consensus around issues with colleagues and senior officials from various organizations, such as federal departments, other orders of governments, the private sector or other stakeholders;
-Experience at the senior executive*** level in managing complex financial and human resources matters;
-Experience at the executive level in leading corporate services in at least three of the following areas: (1) resource or budget management; (2) financial advisory services; (3) financial operations; (4) financial systems; (5) financial policies; (6) costing and (7) internal audit.

*Significant is defined as depth and breadth of experience at normally associated with the performance of those duties for a period of approximately three (3) years.
**Recent is defined as experience acquired within approximately the last five (5) years.
*** In the public service, senior executive is defined as substantive EX-03 level or equivalent and above. Outside of the public service, senior executive is defined as positions reporting directly to a Vice President, or President/CEO or equivalent.
Note: The “public service” is defined in the Public Service Employment Act as “the several positions in or under the departments named in Schedule I to the Financial Administration Act; the organizations named in Schedule IV to that Act; and the separate agencies named in Schedule V to that Act".

Asset Qualifications:
Experience:
-Experience working within the federal government (e.g., federal department, agency, Crown corporation);
-Experience leading other corporate services such as materiel management, information management, facilities management, security services, human resources or procurement;
-Experience in delivering major transformation initiatives or human resources management initiatives;
-Experience managing teams of at least 100 people and/or budgets of at least $100 million.

Degree equivalency

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’ control. Overall, the process may take several weeks or months to complete.
