Intent of the process

The purpose of this process is to staff one (1) position on a full-time basis in Yellowknife, NT.

It may also be used to staff similar positions with various tenures (deployment, assignment, secondment, acting, term or Indeterminate) within Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) with various security requirements (reliability or secret).

By default, and in the interest of the greater public service, pools created as a result of staffing processes at CIRNAC will be shared with other government departments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in environmental science, environmental studies, environmental engineering, geology, chemistry, biology, or other science or applied science directly relevant to the position.

Degree equivalency

EXPERIENCE:

• E1 - Significant* and recent** experience conducting or managing environmental projects involving two or more of the following disciplines :
o E1(a) - Phased environmental site assessments and remediation.
o E1(b) - Human health and/or ecological risk assessment.
o E1(c) - Environmental compliance programs (e.g. regulatory, conformance, environmental management systems development and implementation, air quality/water quality).
o E1(d) - Environmental permitting, compliance and/or assessment related to regulatory processes.
o E1(e) - Petroleum storage tank management projects (assessments, design and implementation).

• E2 - Significant* and recent** experience in managing client relations.

• E3 - Experience in providing strategic and expert technical advice on environmental issues including environmental compliance for real property.

• E4 - Significant* and recent** experience in project management in the environmental field (e.g. scope development, terms of reference preparation, schedule development, contract management, budget tracking and control, work team management, and/or acceptance of deliverables).

*Significant is defined as the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate’s responsibility. It will be assessed on the basis of scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties for a period of at least two (2) years.

**Recent experience is defined as experience acquired in the last five (5) years.

• AQ1 - Certification as a Project Management Institute (PMI) Project Management Professional (PMP).

• AQ2 - Graduation with a post-graduate degree from a recognized post-secondary institution in environmental studies or other fields directly related to the position.

EXPERIENCE:

• AQ3 - Experience in the management of assessment and/or remediation of contaminated sites projects in remote locations.

• AQ4 - Experience conducting public consultation or Indigenous consultation sessions or programs.

• AQ5 - Experience with projects related to the assessment of renewable energy options, greenhouse gas reduction options, or climate change resilience for structures/properties.

• AQ6 - Recent** experience in environmental permitting with the NWT and/or NU that involved all aspects of the process, beginning with the initial contact to the final follow through of receipt of the required permit.

5. Communication for this process will be sent via email. 6. A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. Some assessment tools may be administered electronically, others, in-person. (* Indicates those tools that will most likely be used in this process.)

7. Online assessments may be scheduled and applicants will be invited to participate in these assessments via email. Applicants MUST make themselves available within the time span of the testing phase. The written/online exam MAY be administered outside of regular working hours including evenings and weekends.

8. If you are unavailable for the scheduled assessment session, you must inform us immediately. Applicants will be only be rescheduled on a case-by-case basis. Supporting documentation may be required at the time of your request to be re-scheduled.

9. Applicants are entitled to participate in the staffing process in the official language of their choice and are required to indicate their preferred official language in their application profile.

10. NOTE: The PSRS system will time out after 60 minutes which may result in your inability to save your work or loss of data. It is recommended that you draft all responses as well as your CV/résumé in another document on your PC that can be saved (e.g. in MS Word or WordPerfect) and copy/paste into the PSRS system when completed. CIRNAC is not responsible for system problems, which may result in loss or data and/or incomplete or non-submitted applications.
