Assessment accommodation

Positions to be filled :

Quality Assurance and Compliance Officer.
Project Officer – GIANT mine remediation project.
Advisor – Project technical office.

The intent of this process is to fill three (3) positions within the Northern Contaminated Sites Program/Northern Abandoned Mines Reclamation Program, within the Northern Affairs Sector of CIRNAC. CIRNAC works closely with territorial governments, Indigenous partners and other stakeholders to remediate contaminated sites and abandoned mines in the Yukon, Northwest Territories and Nunavut. One position is to provide quality assurance and compliance function by providing overall oversight of the Northern Contaminated Sites Program and its numerous contaminated sites remediation projects. A second position is to work specifically on the Giant Mine Remediation Project as a project officer to coordinate the project’s Environmental Health and Safety and Community Management System, support the Project regulatory processes, as well as to provide support on other areas of project reporting (risk, performance, environmental monitoring). A third position is to work within the Project Technical office, which provides project management and technical support to all the projects within the programs, as well as provide expertise in human health and ecological risk assessment to the project managers.

Intent of the process

A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) or Indigenous Services Canada (ISC). These positions could be located in various locations with various linguistic profiles (English essential, Bilingual Imperative BBB/BBB, CBC/CBC, CCC/CCC) or requirements as well as tenures (term, indeterminate, assignment, secondment, acting and deployment) or the security clearance (reliability or secret), which may vary according to the position being staffed.

The pool may also be used to staff positions in other federal departments.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in environmental science, environmental engineering, physics, geology, chemistry, or some other science or applied science relevant to the position.

Note:

The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

EXPERIENCE:

Experience in the design and implementation of environmental programs.

Experience in interpreting and monitoring compliance with legislative and regulatory requirements related to environmental management.

Experience participating in multidisciplinary working groups or meetings involving various internal and/or external stakeholders.

Experience analyzing, interpreting and reporting on environmental project/program data and making recommendations to management.

ASSET EDUCATION:

Project Management Professional (PMP) certification obtained from a recognized organization, such as the Project Management Institute.

Degree equivalency

ASSET EXPERIENCE:

Experience with contaminated sites remediation projects.

Experience working with Indigenous groups and/or northern communities.

Experience in the development of one or more of the following documents: Project Complexity Risk Assessments, Integrated Risk Management Framework, Internal Control Framework, departmental/program policies/manuals.

Experience in program/project audit and evaluation or quality assurance and compliance.

Experience in the development of contracting documents, for example statements of work, proposals, etc.

Experience in communicating technical or complex issues to the public or management.

Experience with an Occupational Health and Safety Management System or an Environmental Management System or an Environment, Health and Safety Management System.

Experience in delivering presentations, training or awareness sessions to employees, management, peers, contractors or other stakeholders.

Experience in completing or reviewing federal human health and ecological risk assessments, including screening of environmental data, developing environmental field sampling programs, environmental data analysis and interpretation, and risk reporting.
