Duties

This process will be used to staff various CO-02 positions. Here is a general overview of the tasks:
○ Promote the efficient and sustainable use of fisheries resources and the achievement of socio-economic objectives related to resource use.
○ Lead multidisciplinary project teams and working groups in the development and implementation of national management plans, policies, strategies and programs to promote the economic and sustainable development of fisheries resource use.
○ Develop, integrate and provide expert advice and recommendations for decision-making by senior management and the Minister.
○ Lead consultation processes in various forms to ensure that the department has received views from major interests, and has complied with obligations to consult.
○ Negotiate, develop, implement and evaluate national plans (federal and/or federal/provincial), agreements, protocols, programs, regulatory frameworks etc. (Integrated Fisheries Management Plans, grants and contribution programs, agreements with aboriginal groups, plans for the implementation of important court decisions, and other initiatives) in collaboration with resource users, in conjunction with integrated management processes related to broader oceans uses, and in consultation with other departmental sectors.
○ Initiate and co-ordinate analysis of the impact of new developments in fisheries management, technology, science and the environment on departmental plans, policies, goals and strategies, and develop departmental positions on emerging issues.
○ Provide advice and guidance to other regions and other areas.
○ Monitor and assess adherence of other regions to guidelines and procedures in compliance with national/international plans, programs, policies, agreements, protocols, MOUs, guidelines and procedures.
○ Consult with the fishing industry, provinces and territories, First Nations and other aboriginal groups, environmental community groups and other stakeholders in Canada to address constantly changing pressures affecting the sustainable use of living aquatic resources.

Fisheries and Oceans Canada is responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters; for the conservation and sustainable utilization of Canada's fisheries resources in marine and inland waters; for leading and facilitating federal policies and programs on oceans; and for safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy.

This is an anticipatory selection process.

The intent of this process is to create a pool of qualified candidates that will be used to fill positions with various language requirements (e.g. English essential, bilingual BBB/BBB, bilingual CBC/CBC), tenures and security requirements within Fisheries and Oceans Canada.

►EDUCATION:
○ Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.

Notes:
• Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group.
• At the manager’s discretion, an acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

►EXPERIENCE:
○ Significant* experience providing strategic recommendations to Senior Management** on matters pertaining to programs, policy, governance, or sustainable resource management.
○ Experience analyzing complex*** issues related to policy, program implementation or service delivery.
○ Experience consulting or collaborating with industry stakeholders, Indigenous groups, non-governmental organizations, co-management groups or other levels of government.
○ Experience in developing, implementing and/or delivering programs, plans, or services to external clients.

*Significant is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex related activities in this field for a period of at least twelve (12) months.
**Senior management/official is defined as Director level and above.
***Complex involves at least two (2) of the following relevant criteria:
• Sensitive or high profile
• Multiple stakeholders
• Multiple clients
• Multi-year or multi-phase

ASSET QUALIFICATIONS

►EDUCATION:
○ Graduation with a degree or a master's degree (or higher) from a recognized post-secondary institution with a specialization in fields related to Business Administration (Commerce), Public Administration, Biology, Management of Natural Resources (terrestrial, marine or aquatic), Environmental Science, Environmental Studies or Economics and Social Sciences.

Degree equivalency

►EXPERIENCE:
○ Experience in identifying trends related to market access pressures on Canadian fisheries exports.
○ Experience applying acts, regulations and policies that apply to Fisheries and Oceans Canada as they pertain to the effective management of commercial, recreational and Indigenous fisheries.
○ Experience in analyzing keys issues impacting the management of fisheries resources in Canada.
○ Experience in managing marine or inland fisheries or in the delivery of services pertaining to the natural resource-based industry.
○ Experience with cost-benefit or risk analysis to assess the socioeconomic impacts of proposed public policy or plans.
○ Experience in analyzing and reporting on program performance, identifying issues and developing solutions.
○ Experience participating in multi-disciplinary teams or working groups.
○ Experience presenting in public forums to industry stakeholders or special interest groups.
○ Experience in working with the Fisheries Certificate System and/or the National Online Licensing System.

Candidates must meet all of the essential qualifications noted in the Statement of Merit Criteria to be appointed to a position. Depending on the number of applicants and the human resources needs and/or plans, volume management strategies may be used for the purpose of managing applications to determine the candidates who will continue in the next steps of the staffing process. ► ASSESSMENT STRATEGY:
