This process will be used to staff various CO-01 positions. Here is a general overview of the tasks:
○ Provide analysis to support the development and implementation of grants and contribution programs, program tracking, regulatory frameworks, and other initiatives, and prepare critical reports for the manager and senior management.
○ Draft input to the provision of advice and recommendations for decision-making by senior management and the Minister.
○ Assist the Manager and senior officers in the development of responses to crisis situations which entails researching, analyzing and preparing a range of analysis and options for the consideration of senior management.
○ Participate in meetings and committees in support of negotiations and prepare briefings and memoranda.
○ Research and prepare draft replies to ministerial correspondence, speaking points, and briefing notes.
Fisheries and Oceans Canada is responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters; for the conservation and sustainable utilization of Canada's fisheries resources in marine and inland waters; for leading and facilitating federal policies and programs on oceans; and for safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy.
This is an anticipatory selection process.
The intent of this process is to create a pool of qualified candidates that will be used to fill positions with various language requirements (e.g. English essential, bilingual BBB/BBB, bilingual CBC/CBC), tenures and security requirements within Fisheries and Oceans Canada.

►EDUCATION:
○ Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.
Notes:
• Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group.
• At the manager’s discretion, an acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
►EXPERIENCE:
○ Experience in developing written materials such as: research papers, formal letters, reports, agreements, contracts, briefing notes and/or memoranda.
○ Experience in providing logistical support for workshops, meetings or working groups with partners, clients or stakeholders
○ Experience in coordinating and planning program/project key activities or project management.
ABILITY:
○ Ability to set priorities, plan goals and meet deadlines.
○ Ability to communicate effectively in writing.
ASSET QUALIFICATIONS
►EDUCATION:
○ Graduation with a degree or a master's degree (or higher) from a recognized post-secondary institution with a specialization in fields related to Business Administration (Commerce), Public Administration, Biology, Management of Natural Resources (terrestrial, marine or aquatic), Environmental Science, Environmental Studies or Economics and Social Sciences.
►EXPERIENCE:
○ Experience working on issues pertaining to the fishing industry and/or related to the management of the fisheries in Canada.
○ Experience in engaging with Indigenous groups, stakeholder organizations, environmental non-governmental organizations or other levels of government (municipal, provincial, territorial or federal).
○ Experience working in cross functional teams.
○ Experience in using MS Excel, or similar tools, in order to analyze information and prepare reports or charts.

►INFORMATION RELATED TO VACCINATION:
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. Candidates must meet all of the essential qualifications noted in the Statement of Merit Criteria to be appointed to a position. Depending on the number of applicants and the human resources needs and/or plans, volume management strategies may be used for the purpose of managing applications to determine the candidates who will continue in the next steps of the staffing process. Such volume management strategies might include: screening of applications based on the asset qualifications, random selection, top-down approach, establishment of cut-off scores, etc. Pass marks will be established for each qualification, however, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process.

► ASSESSMENT STRATEGY:
When applying for this process, you will be asked to answer screening questions in which you will be asked to demonstrate how you meet the essential education and experience qualifications, as well as asset qualifications.
In addition, you will answer a question that will assess your ability to set priorities, plan goals and meet deadlines, as well as your ability to communicate effectively in writing.
If you pass these steps, you may be asked to complete an interview and provide your references to assess the remaining essential qualifications.

Candidates invited to an interview will be required to bring proof of their education credentials, in the form of a diploma or official transcript (original documents only).
