Assessment accommodation

The Canada Energy Regulator works to keep energy moving safely across the country. Duties

The Focus Area on Reconciliation launched in 2019 is a three-year strategy to transform the way the CER works with Indigenous peoples. Key activities under this strategy are building competence, forging new relationships and enhancing involvement in our work. The Focus Area will be reinvigorated in t 2021 with the benefit of advice from the new CER Board of Directors and Indigenous Advisory Committee as well as two Indigenous Advisory and Monitoring Committees for the Trans Mountain Expansion and Enbridge Line 3 Projects. A three-year Strategic Priority for Reconciliation will be launched 1 April 2021 and will replace the Focus Area.

The Indigenous Relations and Reconciliation Business Unit and Team has the lead for the Reconciliation Focus Area. The team coordinates, across the organization, delivery of the commitments under the Focus Area plan, provides policy leadership and advice, and reports on progress. Reporting to the Director of the Indigenous Relations and Reconciliation Team, the Technical Leader, Policy is responsible for providing expert-level advice to CER staff, executives and the Board on policy matters pertaining to the CER’s Reconciliation Focus Area. The incumbent will shape the strategic priority of Reconciliation, including regulatory change and process improvements for the CER and actively support their colleagues through coaching and mentoring.

The incumbent may undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Successful completion of an undergraduate degree from a recognized university in a field relevant to the CER’s regulatory responsibilities including, but not limited to, environmental science, political science, engineering, economics, business or public administration and law.

E1 Extensive* experience analyzing and synthesizing complex*** issues, developing options and generating strategic recommendations based upon analysis of policy matters.

E2 Significant** experience coaching others in the achievement of professional or personal goals.

*Extensive experience refers to approximately 8-10 years of relevant and recent experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc. The candidate’s employment background indicates experience sufficient for recognition as fully functional in that field.

**Significant experience refers to approximately 5-7 years of relevant and recent experience, where the coaching activities were a regular part of the candidate’s work and was neither temporary nor ad hoc.

Asset Qualifications:

AQ1 Advanced training, beyond an undergraduate degree, in an area relevant to the CER’s regulatory responsibilities, including formal leadership training (i.e., from a recognized university, International Association for Public Participation, etc.).
AQ2 Significant and recent experience working within the Canadian legislative or regulatory framework governing the production, transportation, distribution or exportation and/or sale of crude oil and natural gas.
AQ3 Significant and recent experience working in intergovernmental or regulatory affairs with government, or on behalf of industry or organizations.
AQ4 Significant and recent experience consulting or working with Indigenous communities in Canada.
AQ5 Experience shaping and executing complex projects that involve external stakeholders, for example, industry, other regulators, the public, and Indigenous groups.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. The NEB-12 positions are similar to an EC-08 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Assessment: You may be assessed using one or more of the following tools: written examination, oral presentation, interview(s), role play scenarios, performance appraisals, reference checks and interactions with internal staff during the process and personal knowledge. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.

5. Salary: Effective 1 November 2020, NEB-12: $118,338 to $143,979.

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis.
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout) for a maximum of $15,570.
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments; $17,000.

6. Terms of Employment: These positions have been allocated and apply to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.
