Duties

The roles are as follows:

Data Analyst: This role is dedicated to providing all reporting and analysis requirements for one of Government of Canada’s top people management priorities - Diversity, Equity and Inclusion. In this role, the Analyst will lead the production of regular Employment Equity (EE) Status Report and respond to ad hoc EE data requests. They will also explore how other HR datasets can be leveraged to measure progress and efforts to improve diversity and inclusion at PSPC (e.g. staffing/recruitment, talent management data, etc.).

Data Scientist: This role will be responsible to advance our automation and analytics capacity by leading key digital transformation projects (e.g. automation of our regular workforce demographic reports by leveraging tools like R). They will also have opportunities to work hand-in-hand with our HR Systems team as well as colleagues in our Digital Services Branch and Chief Data Office, to explore potential use cases to test/prototype analytics capabilities and solutions.

The HR Analytics team at PSPC needs you! We are a forward-thinking team looking to transform how we leverage the use of data to uncover HR business solutions and support innovative and strategic people management approaches.

In a nutshell, we are the data team! We manage incoming HR data requests, we prepare demographic and operational data for broader consumption through regular reporting, we develop dashboards and other data visualizations, we create efficiencies through various automation projects, and we offer expertise and support the development of surveys. Furthermore, as we continue to mature as a data-driven organization, we are also exploring potential use cases to test/prototype advanced analytics capabilities and solutions. There are many opportunities on the horizon to innovate, test out new ideas, and explore the art of the possible!

Intent of the process

The process intent is to fill two indeterminate positions.

A pool of partially qualified candidates may be established and used to staff identical or similar positions for various duration, location, language requirements, and conditions of employment, within the Federal Public Service.

EDUCATION

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

*The term “degree” refers to a baccalaureate as established by educational authorities.

EXPERIENCE

• Experience in large scale data analysis including at least two of the following elements: data management, validation, cleaning, categorizing, database development, data mining, data visualization.
• Experience in undertaking research and analysis to produce reports summarizing empirical findings for senior management*.
• Experience in establishing and managing relationships with internal or external stakeholders for the development and implementation of new products or initiatives.

*Senior management is defined as at the Director level or equivalent and above.

ASSETS QUALIFICATION
Specialization or coursework in one or more of the following areas: mathematics, computer science, data science/data analytics, demography/population studies, or computer engineering.

Degree equivalency

Experience in analyzing various sources of Human Resources data.
Experience with Business Intelligence tools (such as CognosBI, PowerBI, Tableau, etc.).
Experience in using statistical methods to make predictions with data.
Experience working with surveys (including design/development, manipulation and analysis of data, reporting, etc.).
Experience in using machine learning methods to solve problems.
Experience developing and implementing data models.
Experience in using programming languages (Python, R, or SAS) techniques used to analyze and present complex data to non-technical audiences.
