MANDATE
The Public Service Commission (PSC), through collaboration with departments and agencies, is dedicated to building tomorrow’s public service that is based on excellence and is representative of Canada’s diversity. It safeguards non-partisanship and promotes and protects merit and the use of both official languages in a staffing and recruitment context. It supports departments and agencies in recruiting talented people from coast to coast to coast through the use of innovative and modern services, tools and practices.
The PSC, under the leadership of its Chief Data Officer, is in the process of instilling a data-driven culture in the organization. The position to be filled is within the Data Services and Analysis Directorate (DSAD) of the PSC. DSAD supports the PSC’s mandate by producing analytical research and statistical information on hiring and staffing in the public service. DSAD is also leading the implementation of PSC’s Data Management Strategy and Open Government agenda.
We are looking for a strong analyst at the EC-06 level to help the PSC achieve its mandate. The primary responsibilities for the analyst position include one or more of the following:
• Evaluate various data sources for use in the creation of analytical data files.
• Develop and improve linkage processes that prepare analytical files from administrative data.
• Develop and improve edit and imputation processes, develop quality assurance and control procedures for data processing and analysis.
• Lead the development of analytical files and public use microdata files using linked administrative data.
• Lead the evaluation of various methods for releasing microdata and tables to the public to provide detailed data without disclosing sensitive information (e.g., synthetic data, differential privacy).
• Research imputation methods and their impact on estimates.
• Provide effective project management and technical oversight for research and improvements to data systems that enhance data quality.
• Collaborate with various internal and external stakeholders.
The role of the Principal Analyst involves research and delivery of new and innovative solutions to meet our ever increasing data needs.

To staff one indeterminate EC-06 position (Principal Analyst: Bilingual).
A pool of qualified candidates will be established and could also be used to staff similar positions with various tenures (acting, assignment, deployment, indeterminate, secondment, specified period) and various linguistic profiles in DSAD. The pool may also be used by other sectors of the PSC and by other federal organizations subject to the DSAD's agreement. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Note:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Exp-1: Experience in researching and analyzing complex information (quantitative) from a variety of sources such as databases, registries, etc.*
Exp-2: Experience in developing processes to clean data (e.g. edit and imputation) or link data (e.g. exact matching without a key) producing data files, and assessing the impact of processing on data quality.
Exp-3: Experience in preparing reports and writing various materials to communicate messages to technical and non-technical audiences on a specific issue/topic (such as briefing notes, reports, PowerPoint presentations, or other communication vehicles).
*The complexity should be demonstrated by elements such as the scope, the team, the methodologies, the client position, the budget, etc.

Graduate degree in a related field.
AExp-1: Experience with generalized statistical processing systems or applications that involve statistical processes such as data integration and linkage, automated data coding, editing outlier detection, imputation or weighting.
AExp-2: Experience performing statistical analysis using one or more of the following languages or business intelligence applications: SAS, R, Python, SPSS and Stata.
AExp-5: Experience in the use of record linkage techniques.
