Duties

Real Property, Safety & Security (RPSS) is one of three real property custodians within Fisheries and Oceans Canada (DFO) administering the majority of DFO real property assets, including office and special purpose buildings, such as Canadian Coast Guard bases, light stations, hatcheries, laboratories and a number of smaller facilities. The availability of these facilities, along with Public Services and Procurement Canada-provided leased inventory, are crucial for departmental sectors to deliver their mandated programs.

The branch provides leadership and expertise in real property planning, strategic investment, divestiture, infrastructure life cycle management, facilities maintenance, environmental management, and employee safety and security advisory services. Regardless of the position to be staffed, we are looking for self-starters who are passionate about service excellence and eager to assist our clients in meeting their objectives.

Intent of the process

There is currently one permanent and one temporary opportunity that may be staffed using this process. We may create a list of partially or fully qualified candidates that can be used to fill advisor/coordinator opportunities related to Strategic Planning and Investment, Real Estate, Engineering and Technical Services, or Advisory Services to Management.

EDUCATION
Graduation from a recognized post-secondary institution (i.e. diploma or degree) in a field relevant to the position OR an acceptable combination of education, training or experience relevant to the position.

Degree equivalency

EXPERIENCE

Essential Experience required for all positions:
1. Experience collaborating with clients, partners, stakeholders or subject matter experts on complex and sensitive issues.
2. Experience preparing various types of documentation such as briefing material, presentations, written reports and memos.
3. Experience analyzing complex situations including gathering relevant information and making sound recommendations.

In addition to the three (3) essential qualifications above, Real Estate Advisors must also demonstrate:
4. Experience executing real property transactions, such as leasing, licensing or contracts, in a real property or legal setting.

Technical/Engineering Coordinators must demonstrate:
Experience performing the essential experience qualifications 1, 2, and 3 (as outlined above) in a real property environment.

Technical/Engineering Coordinators must demonstrate:
Ability to use Spreadsheet Software at an Intermediate or higher level.

- Formal training from a recognized post-secondary institution or professional organization in the field of real property management.
- Experience coordinating or managing projects from initiation to close-out.
- Experience supporting the development or the implementation of policies, procedures or directives.
- Experience providing financial management services including working with financial systems, monitoring, reporting, forecasting and analysis.
- Experience in preparing and delivering presentations.
- Experience in developing or maintaining databases/software systems; collecting information from them and analyzing the data for the purpose of making recommendations.
- Experience in using property databases (e.g. Nova Scotia Property Online, Service New Brunswick Land Registry)

OPERATIONAL REQUIREMENTS
Requirement to, occasionally, work overtime.
Requirement to, occasionally, travel.

Conditions of employment

Reliability Status security clearance - Reliability or Secret Status security clearance, depending on the position being filled.

Possession of a Valid Driver’s License or the personal mobility equal to the possession of a Valid Driver’s License.
