Western Economic Diversification Canada is looking for a Manager to join our Collections team. If you are motivated and interested in an exciting opportunity for growth in a dynamic department please apply. As Manager, Program Policy for RRRF Active Care, you will assist with policy development and interpretation, provide management and support to staff as well as provide advice and assistance to senior executives related to the management and collection of RRRF accounts receivable. In this role, you will:
• Manage and report on the status of RRRF Accounts Receivable;
• Oversee and manage collection activities of staff members including the negotiation of repayment arrangements and monitoring insolvency activities;
• Engage with the Department of Justice on matters requiring possible legal action;
• Design, interpret and implement RRRF policies and procedures; and
• Participate in regional and departmental working groups.
Please note: As a result of the COVID-19 pandemic, we are working remotely for the time being. Interviews and related assessments will be conducted virtually throughout this staffing process. Please ensure you have a reliable internet connection and access. If you are appointed to a position, WD will provide tools and/or equipment to support remote work. There may be an opportunity to visit an office subject to public health recommendations. As public health restrictions ease, the successful candidate will be expected to report to a WD office location.
WD locations are open office environments. Employees have designated cubicles with well-regulated air quality, ergonomic sit-stand workstations, and a combination of natural and fluorescent lighting.
The physical demands of this position include spending a significant amount of screen time on a computer or equivalent, as well as reading documents in digital and/or print media. This role will also involve meeting with stakeholders, virtually by video or telephone, and in-person as COVID-19 public health measures allow. This position also involves sitting or standing at a workstation.
The intent of this process is to staff one (1) temporary position until March 31, 2023 with the possibility of extension. This work can be performed from any of our current office locations as listed above. A pool of qualified candidates will be established and may be used to staff similar positions with various tenures (including but not limited to term and indeterminate appointments, internal assignments, secondments, deployments, acting appointments, casual work assignments, etc.). The pool may be used for positions in various locations, with various security requirements, language requirements and conditions of employment. The pool of qualified candidates may also be shared with other federal government departments.

Education:
• Graduation with a degree from a recognized post-secondary institution.
Experience:
• Experience managing accounts receivable, including negotiating repayment arrangements and undertaking related enforcement measures.
• Experience dealing with situations of insolvency and related processes, including recovery and collection activity.
• Experience in the analysis and interpretation of financial statements and external reports.
• Experience providing written advice to senior management through correspondence, research and analysis, briefings, or business plans.
• *Significant experience in the management of human and financial resources.
*Significant is defined as having the depth and breadth of experience normally associated with having performed the duties, on a full-time basis, for a cumulative minimum of one (1) year within the last three (3) years.
Asset Qualifications
Experience:
• Experience managing accounts receivable in the financial lending industry.
• Experience planning and leading workshops.
• Experience leading and implementing change management, including managing and motivating employees through periods of organizational change.
• Experience in conflict resolution or managing grant and contribution project payment recoveries.
• Depth, breadth and scope of experience in any one or combination of the essential experience qualifications used for screening.
