WORKPLACE:

Due to the COVID-19 Pandemic, employees of Indigenous Services Canada are currently working remotely. Therefore, the candidate may initially have to work remotely until further notice. The department is actively working on a flexible, phased approach for the safe return of employees to their usual workspaces.

The official workplace for the above positions is located in Quebec City. Depending on the needs and requirements of the service, the possibility of entering into a formal telework arrangement could be considered. The request will be assessed in accordance with the provisions of the Directive on Telework.

Duties

Stream 1: Regional Program Development Advisor

The incumbent will be part of the regional governance team and will be responsible for the delivery of grants and contributions‎ in support to Indian governments, such as the professional and institutional development program, as well as providing tailored services to communities and partners to help build community and governance capacity.

Stream 2: Senior Officer, Funding Arrangements

The incumbent liaises with First Nations and other organizations. He ensures a high level of service by providing tailored support for funding agreement processes and by providing administrative and financial advice to external and internal clients in relation to the funding of departmental programs and services. In a spirit of customer service oriented to the needs of communities and partners, he also facilitates and directs communities and partners to the appropriate services.

Stream 2: Liaison Officer, Transfer Payments

The incumbent coordinates the regional process for the management of transfer payments, the general assessment of recipients and the negotiation of the involvement of other federal departments in the management of transfer payments and funding arrangements.

You will also coordinate and participate in the regional activities of the Transfer Payments Management Committee (TPMC) and the General Evaluation Committee (GEC); analyze, validate, provide strategic and operational advice and recommendations related to recipient risk assessment and funding arrangements renewal.

You will be responsible for initiating the regional process and coordinating the implementation of activities and procedures leading to the creation and renewal of funding arrangements, including additions/changes to agreement language, amendment arrangements and notifications for approval.

Stream 3: Audit and Remedial Action Plan Advisor

The incumbent coordinates the regional audit and financial statement follow-up process. This role mainly consists of auditing, analyzing, validating, providing opinions, recommendations and specialized advice on the conclusions and follow-up of the results following the analysis of the financial statements of the various recipients of the Department.

You will also have to analyze the financial and administrative corrective action plans of the department's recipients following defaults and recommend their implementation. You will also analyze financial and non-financial findings and follow-up actions from various audit reports.

You will be responsible for providing training, interpretation and expert advice on the production and analysis of financial statements, on current departmental policies and guidelines including the management framework, various funding models and options available to departmental recipients.

Intent of the process

The immediate intent of this selection process is to staff two indeterminate positions, one as a Regional Program Development Advisor (stream 1) and one as a Senior Officer, Funding Arrangements (stream 2).

This advertised process is also anticipatory for these two positions : Liaison Officer, Transfer Payments (stream 2) and Audit and Remedial Action Plan Advisor (stream 3).

A pool of candidates may be established to staff similar or identical position at Indigenous Services Canada (ISC) with various tenure, linguistic profiles or security requirements, which may vary.

EDUCATION - STREAMS 1 & 2

A degree* from a recognized post-secondary institution.

EDUCATION - STREAM 3

A degree* from a recognized post-secondary institution in accounting.
Hold or be in the process** of obtaining a recognized professional accounting designation (CPA).

* The term "degree" refers to a baccalaureate or higher level studies.

** "In the process" is defined as the demonstration that the candidate has meaningfully started the activities leading to the CPA designation.

Degree equivalency

EXPERIENCE - STREAMS 1 & 2

Significant experience*** in analyzing information, including financial information, and in formulating strategic advice and recommendations for management on issues related to programs, services or projects.
Significant experience*** working in collaboration with various partners.

EXPERIENCE - STREAM 3

Significant experience*** in financial analysis and interpretation of financial statements.
Experience in the application of generally accepted accounting principles and auditing standards.

*** "Significant experience" is defined as experience of a breadth and depth normally associated with the performance of a wide range of analytical activities related to the duties of the position, usually acquired over a consecutive period of two (2) years or more.
