What is the role of a change manager?

The role of a change manager is to open and point the way, guide those who will follow and support their success. In fact, the main role of a change manager is to create and implement change management strategies and plans in order to optimize employees’ adoption of changes so as to achieve the benefits for which they are made and minimize resistance. The change manager will also act in such a way as to encourage rapid adoption of changes that affect employees. To be successful in this position, the change manager must work collaboratively with several other stakeholders in the organization.

Work environment

The Chief Financial Officer Branch (CFOB) is committed to supporting its directorates in their change management initiatives and to continuously improving services for clients. To this end, CFOB has established a team under the Real Property, Change Management and Regional Services directorate.

The Change Management and Continuous Improvement (CMCI) team’s mandate is to liaise with CFOB clients and directorates to find collaborative solutions that build and strengthen the branch’s role as a strategic business partner. The Change management team CMCI is responsible for change management direction and support on projects led by CFOB that impact employees, and require a change management strategy in order for the project to succeed.

Intent of the process

A pool of qualified candidates will be established and could also be used to staff similar positions of various tenures within Employment and Social Development Canada and other federal departments.

Presently, the official location (designated workplace*) of the positons to be staffed is Place du Portage – Phase IV in the National Capital Region (NCR). However, due to the COVID-19 pandemic, The Chief Financial Officer Branch (CFOB) employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or from an employee’s residence located in Canada. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.

Experience:

2. Recent* and significant** experience developing strategies, plans, briefing notes and/or presentation materials.
3. Significant** experience developing and maintaining partnerships with internal and/or external stakeholders to achieve common objectives.

Definitions:
*Recent experience means experience acquired within the past five (5) years.
**Significant experience means experience that was an integral part of the individual’s work for at least one (1) year.

Education:

Graduation with a degree or diploma from a recognized post-secondary institution.

Experience in managing large projects involving multiple facets and linkages, and involving multiple stakeholders at various levels, both internal and external to the organization.

Experience in developing and delivering presentations or briefings on change management to employees and/or management.

Experience in leading and engaging groups during meetings.

Experience in communication and training plans, products and advice.

** Significant experience means experience that was an integral part of the individual’s work for at least 6 (six) months.
