Intent of the process

This is an anticipatory process. The intent of this selection process is to create a pool of qualified candidates to be used to staff these or similar positions within Fisheries and Oceans Canada. A pool of qualified candidates will be established and may be used to staff these positions and/or similar positions on an indeterminate, specified period, acting, secondment, or deployment basis.

EDUCATION:

STREAMS 1 & 2:

Successful completion of a 2 year post-secondary educational program OR an acceptable combination of education, training and/or experience.

STREAM 1 ONLY:

Successful completion of the Fishery Officer Career Progression Program (FOCPP)
OR
Successful completion of an acceptable natural resource law enforcement program

Degree equivalency

EXPERIENCE:

STREAMS 1 & 2:

Experience in providing advice or recommendations on program strategies and/or priorities.

STREAM 1 ONLY:

Experience in evaluating and/or implementing aspects of a fisheries compliance program.

STREAM 2 ONLY:

Experience in assessment, review or evaluation to assist in program management.

ASSET EXPERIENCE

• Experience with the implementation of Aboriginal enforcement protocols
• Experience in financial management
• Experience in major case management processes and procedures
• Experience in major incident management i.e. planning and responding re: protest fisheries, large illegal fisheries, civil disobedience, and emergency response
• Experience in establishing working relationships with clients, partners and/or stakeholders at various levels (such as; federal, provincial or international levels)
• Experience in analyzing, interpreting and the presentation of program data i.e. FEATS DVS, detachment profiles, intelligence information
• Experience in dealing with performance management
• Experience in the development and delivery of presentations
• Experience in media relations

OPERATIONAL REQUIREMENTS

STREAM 1 ONLY:

• Deployment to any part of the country, or assignment to all types of enforcement activities such as inland, coastal and offshore patrols, and/or forensic investigations and/or special operations
• Meet medical and psychological suitability standards
• Carry and use firearms and other restricted and prohibited weapons
• Meet DFO annual use of force recertification proficiency standards, including firearms
• Wear a uniform and required protective equipment, as required
• Work and/or travel at sea and in a variety of terrains and degrees of isolation for various periods of time in all weather conditions
• Legal operation of vehicles/vessels

Conditions of employment

STREAM 1 ONLY:

• Possession of a valid driver’s license
• A current standard First Aid Certificate and CPR Certificate
