Duties

Manages the National Digital Forensic Service (NDFS) providing a professional Digital Forensic examination service to Conservation and Protection Directorate, and oversees and champions all aspects of the Major Case Management Program. Activities are performed in support of Fisheries and Oceans Canada (DFO) programs, objectives and activities directed toward the management and sustainable conservation of commercially viable aquatic resources and to ensure compliance with relevant statutes and regulations administered by DFO.

The Conservation and Protection program, within the Fisheries and Harbour Management sector, supports Canada’s fishery officers and liaises with other programs in DFO. Intent of the process

The immediate intent of the process is to staff one (1) position in Ottawa, ON. The successful candidate could work virtually from any DFO office across Canada.

A list of qualified candidates will be established and may be used to fill similar positions with various language requirements (e.g. English essential, bilingual BBB/BBB, bilingual CBC/CBC), tenures and security requirements within Fisheries and Oceans Canada.

EDUCATION:
• Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience.

Definition of combination of education, training and/or experience:
The acceptable combination of education, training and/or experience (in lieu of successful completion of two years of an acceptable post-secondary educational program) must be demonstrated by having:
1. Obtained a Secondary School Diploma; and
2. Completed at least five (5) recent courses in a computer related field; and
3. Acquired at least three (3) years of professional experience working in a computer related field.

Degree equivalency

EXPERIENCE:
• Significant experience* in performing digital forensic examinations.
• Experience in managing the operations of a digital forensic service.
• Experience working on major cases involving high-risk and complex compliance issues.
• Experience in providing advice to senior management and stakeholders on digital forensic matters and major case management relating to investigations.
• Experience in managing human, financial and material resources.

*”Significant experience” refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties for a period of approximately five (5) years.

ASSET QUALIFICATIONS

CERTIFICATION:
• Successful completion of a computer forensic certification process from a recognized Association or Industry.
(Examples: Certified Forensic Computer Examiner (CFCE), Certified Computer Examiner (CCE), GIAC Certified Forensic Analyst (GCFA) and GIAC Certified Forensic Examiner (GCFE), CyberSecurity Forensic Analyst (CSFA), EnCase Certified Examiner (EnCE).

• Completion of the Fishery Officer Career Progression Program or other accredited law enforcement program.

EXPERIENCE:
• Experience working in law enforcement.
• Experience in the procurement of goods and/or services.
