This is a joint process with Elections Canada AND the Commissioner of Canada Elections. The immediate intent of this process is to staff:
STREAM 1: One (1) Senior Strategic Communications Advisor, within the Commissioner of Canada Elections, with bilingual imperative CCC/CCC linguistic profile, for a three (3) year term.
STREAM 2: One (1) Strategic Communications Advisor within Elections Canada, with bilingual imperative CCC/CCC linguistic profile, for a three (3) year term .
STREAM 3: To create a pool of various BILINGUAL profiles for the Senior Outreach Officer within Elections Canada with various tenures.
In addition, a pool of fully and partially qualified candidates for ALL STREAMS may be established to staff similar positions within Elections Canada AND the Commissioner of Canada Elections with various BILINGUAL profiles or various tenures (permanent and temporary) according to the position to be staffed.

EDUCATION
A degree from a recognized post-secondary institution with specialization in communications, political science, journalism, public relations or other specialty relevant to the position OR an acceptable combination of education, training and/or experience.
Incumbents of IS positions who do not possess the formal education prescribed are deemed to meet the university graduation standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever a bachelor’s degree without any specialization is called for in a position classified as IS.
For entry as an IS, an acceptable combination of education, training and/or experience may serve as an alternative to university graduation at the manager’s discretion.
EXPERIENCE (ALL STREAMS)
*Significant experience in developing and writing communications products such as promotional content, outreach products, speaking notes, briefing material, backgrounders, media lines, news releases, web or social media content.
**Recent experience in developing and implementing communications strategies, approaches or plans for various audiences.
Experience in working with internal and external stakeholders to develop and implement
communications plans and products.
STREAM 1: Experience acting as a spokesperson.
STREAM 3: *Significant and **recent experience in organizing and delivering events such as multi-party stakeholder consultation meetings or other external communications events with multiple stakeholders.
Significant experience is defined as the depth and breadth and complexity of responsibilities normally associated with having performed a broad range of related activities in the field of communications over a period three (3) years.
**Recent experience is defined as experience acquired within the last four (4) years.
ABILITIES (ALL STREAMS)
Ability to communicate effectively verbally
Ability to communicate effectively in writing.
Ability to provide advice to *senior management on a variety of **complex issues.
Ability to develop high quality communication strategies, plans and/or products.
*Senior management is defined as persons occupying an executive-level position. This includes persons occupying EX-level positions in the Government of Canada or Director, Senior/Executive Director, Vice President, President, etc. positions in the private or not-for-profit sectors.
** Complex issues are defined as having one or more of the following characteristics: involving horizontal collaboration; involving multiple players; sensitive in nature; with competing interests; requiring considerations or management of risk.

Due to the prevailing COVID-19 situation, the selected candidates will work remotely from their residence location until further notice. When the decision is made for employees to return to the workplace, the successful candidates may be expected to work at the traditional workplace (Elections Canada: 30 Victoria Street, Gatineau and the Commissioner of Canada Elections: 22 Eddy Street in Gatineau) with the possible combination of both remote and in-person work.
