Stream 1 : Program Officier, Vessels of Concern (VOC)
Support the Superintendent, Vessels of Concern (VOC) with inspecting such vessels in their region, inputting vessel information into the VOC database, liaising with other Government departments to identify and quantify risk factors, conducting analysis to determine the level of risk that each vessel presents, issuing Administrative Monetary Penalties (AMPS), and preparing cases to be presented to an appeals tribunal.
Stream 2 : Operations Officer, Regional Operations Centers (ROC)
The Regional Operations Centers (ROC) are 24/7 multi-functional centres which will provide support to all Canadian Coast Guard programs. The ROC Officers are responsible for the planning, deployment and tracking of all resources (e.g. vessels, aircraft, vehicles, equipment), for senior regional management, and external clients, to facilitate the delivery of Coast Guard, Science, Fisheries Conservation and Protection, Royal Canadian Mounted Police (RCMP) and ODG programs and services. Maintain emergency preparedness, readiness and initial response leadership for the ROC Emergency Operations Center (EOC).

Currently, the purpose of this process is to fill two (2) indeterminate positions as Program Officer within the Vessels of Concern, and two (2) indeterminate position as Operations Officer within the Regional Operations Center.
A pool of qualified candidates will be identified through this process to fill future positions that are the same or similar within Fleet Directorate as well as Incident Management Directorate, of different lengths and requiring different security clearances/language requirements, based on operational requirements.

EDUCATION

ED: High school diploma or an acceptable combination of education, training and experience related to the duties of the position.
EXPERIENCE

EXP1: Significant* work experience in a marine environment in an operations center OR response command post OR marine service delivery.
EXP2 : Experience performing planning, operating or response functions in an incident and/or emergency management environment;
EXP3: Experience preparing reports or technical documents using computer software such as, but not, limited to Microsoft Word, Excel and Outlook.
* Significant experience, is defined as an experience of approximately 2 years.

AOC2: Canadian Coast Guard Pollution Response Officer Qualification.
AOC3: Radio Operator’s Certificate (Maritime) or higher.
AOC4: Search & Rescue Coordinator certificate.
EXPERIENCE (ASSET)
AEXP1: Experience in developing operational plans and procedures.
AEXP2: Project management experience.
KNOWLEDGE (ASSET)
KN1: Knowledge of the Canadian Coast Guard programs and services.
KN2: Knowledge of regulations that impact the marine industry in Canada.

STREAM 2:
Willing and able to travel;

CONDITIONS OF EMPLOYMENT
STREAM 1:
Reliability Security Clearance.
A valid, unrestricted driver's license or the ability to travel with a valid, unrestricted driver's license.
Willing and be able to work overtime.
Willing and able to travel on short notice.
Willing and able to work on multiple Canadian Coast Guard (CCG) assets including helicopters, small craft or vessels.
Willing and able to work weekends and evenings on short notice.
Willing and able to wear the CCG uniform including the wearing and maintenance of CSA approved personal protective equipment and safety footwear.
If required, a valid Health Canada Category III medical certificate for field scientists.
STREAM 2:
Secret Security Clearance.
Willing and able to work shifts, evenings and weekends.
Willing to wear and maintain a CCG uniform in accordance with the CGC Uniform Manual.
Willingness and ability to be on call on a scheduled basis to respond to emergency calls or even to come into work outside of scheduled hours.
Willingness and ability to work on a flexitime system to ensure continuous 24/7 service.
