Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE:
- Significant* experience in the development and coordination of complex** initiatives including leading in-depth analysis.
- Significant* experience in providing strategic advice, developing proposals, making recommendations, and writing and presenting briefing material to senior management (Director Generals, Assistant Deputy Ministers, Vice-Presidents, Presidents, etc.) on complex** issues.
- Significant* experience in consulting, negotiating and establishing partnerships with internal and external stakeholders.
- Experience in managing human*** and financial**** resources.
* Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed these activities for a period of three (3) years. The time spent doing the activity, as well as the type (range, scope and complexity) of work handled will be considered to determine the level of significance.
** Complex is defined as referring to at least three (3) of the following characteristics: multidimensional, multi-jurisdictional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the organization, or having a potential for significant media coverage.
***Human Resources Management requirement: applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance and developed or contributed to the development of staffing plans. Applicants must indicate the number of staff they supervised. Knowledge of current and emerging issues related to energy including market trends and key policy developments (e.g. environment/climate change, indigenous, technology, trade) in Canada and globally and the impact of market trends and key policy developments on the Canada energy sector.

Experience:
- Experience working on energy and environmental policy issues.
- Experience related to the nuclear sector and nuclear fuel cycle.
- Experience in managing relationships with international organizations.
- Experience managing complex programs or significant budgets.
- Experience working with departmental and interdepartmental partners in developing policy proposals for central agency consideration (e.g. Memorandum to Cabinet, Treasury Board Submissions (external candidates wont necessarily have this experience).
- Experience working with Indigenous communities.
