Intent of the process

The intent of this selection process is to fill Director positions.

Employees at the same group and level or equivalent may be considered for a deployment before all the other candidates. However, if no deployment is made, applicants from other groups and levels will be considered in this advertised appointment process.

This selection process may be used to staff positions with similar requirements at this group and level.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Graduation with a degree* from a recognized post-secondary institution OR an acceptable combination** of education, training and/or experience.

*The term “degree” refers to a baccalaureate as established by educational authorities.

**An "acceptable combination" has been defined as a secondary school diploma;
AND Successful completion of two years of an acceptable post-secondary educational program relevant to the position to be staffed.
AND/OR
Five (5) years’ experience in a field related to the position.

Degree equivalency

EXPERIENCE
EX-1 Recent (D1) and significant (D2) experience in providing strategic advice and recommendations to senior management (D3) on complex files or sensitive issues (D4).

EX-2 Experience in developing and maintaining partnerships with internal and external stakeholders (D5).

EX-3 Experience in managing human and financial resources (D6).

EX-4 Significant (D2) experience in leading/managing operations, programs, services or implementing policies in a service-oriented organization.

Definition:
D1 - Recent experience refers to experience acquired within the past three years

D2 - Significant experience is defined as the depth and breadth of the experience associated with being accountable and having performed a broad range of complex related activities normally acquired over a period of at least three (3) years.

D3 - Senior management is defined to be at the Executive Director, Director General, Vice President or Assistant Deputy Minister Level or equivalent or above.

D4 - Complex files or sensitive issues are defined as competing priorities and interests, multiple stakeholders and multiple considerations.

D5 - “Internal” is defined as stakeholders within a candidate’s immediate Directorate while
“external” means stakeholders outside of the immediate Directorate (e.g., in another Directorate, Branch, etc.).

D6 - Experience in managing financial resources includes identifying budgetary needs, forecasting and overseeing expenditures. It is defined as experience acquired through a normal fiscal cycle or by managing a project. Experience in managing human resources is understood to mean a range of responsibilities including managing staff workload, staff supervision,performance assessment, feedback and management. Indicate the number of employees supervised as well as size and type of budget managed and the period you were responsible for the management of human and financial resources.

K-1 Knowledge of Government of Canada’s priorities and digital strategy to support Employment and Social Development Canada and Service Canada’s delivery of services to Canadians.
