The intent of this selection process is to staff positions within the Department of Innovation, Science and Economic Development Canada particularly within the Spectrum and Telecommunications Sector (STS). As per the following, STS is looking to staff both generic and specialized expert engineer and manager positions.
Stream 1 (Generic): Expert Engineer/Manager – Generic Stream
Stream 2 (Specialized): Expert Engineer/Manager – Spectrum Management Operations Branch (DGSO) & Engineering, Planning & Standards Branch/ Information and communications technology resilience (DGEPS/ICTR)
Stream 3 (Specialized): Expert Engineer/Manager – Communications Research Centre (CRC)
Stream 4 (Specialized): Expert Engineer/Manager – DGEPS-Spectrum (DGEPS-S)
You may apply on more than one stream. In the questionnaire, you will be asked to indicate which stream(s) you are applying on, whether you are interested in a manager position, and where in Canada are you available to work.
A pool of qualified candidates will be created to staff similar positions within Innovation Science and Economic Development Canada with various tenures (indeterminate, deployment, acting, specified period, assignment, secondment).

EDUCATION :
- Graduation with a degree* from a recognized post-secondary institution** in electrical engineering, computer engineering, software engineering, engineering physics, or other relevant engineering specialties.
OR
OCCUPATIONAL CERTIFICATION
- Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
* Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.
** Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian post-secondary institution. Failure to do so will result in the rejection of your application.
EXPERIENCE :
Stream 1 (Generic):
- A minimum of three (3) years of experience in providing strategic advice to senior management (equivalent to an EX-01/Director level or above) on complex* engineering related issues.
- Experience in leading teams, leading working groups or leading projects involving others.
- A minimum of five (5) years of experience in at least one of the following engineering fields:
- telecommunications;
- computing systems;
- radiocommunications (e.g. electromagnetic compatibility, electromagnetic wave propagation, radio network planning);
- data sciences;
- cloud services and applications;
- or a related field.
*Complex is defined as activities involving two or more of the following elements: 1) multiple sub-issues or related issues; 2) multiple stakeholders; 3) critical timelines; 4) a high degree of visibility or political sensitivity; 5) having a major impact on the organization or the public.

Note: To qualify for any of the specialized streams below, candidates must meet all of the criteria for the Generic Stream as well as all of the criteria in the Specialized Stream they are applying on.
Stream 2 (Specialized): DGSO and DGEPS-ICTR
- A minimum of one (1) year of experience in the design, development, or operation of at least one of the following:
- communications networks or computing systems;
- software applications;
- data management systems;
- cloud services and applications;
- radiocommunications systems.
Stream 3 (Specialized): CRC
- A minimum of three (3) years of experience in planning or managing research or development projects.
- Experience in organizing and directing the work of other engineers, scientists or technical staff.
- Experience in making technical presentations.
- Experience in writing scientific articles or technical reports.
Stream 4 (Specialized): DGEPS-S
To be considered for Stream 4, the candidate needs to meet one or both of the following criteria:
- A minimum of three (3) years of experience in the design, development, or operation of radiocommunications systems or services.
- Experience with space or terrestrial spectrum engineering, spectrum management, or satellite regulations/operations.

ASSET EDUCATION :
- Graduate degree in a relevant field (e.g. PhD, MEng, MBA, MPA, MSc, etc.).
- Training or certification in project management.
- Recognized professional certification in an information security field ((e.g. (ISC)2 CISSP, ISACA CISM)).
ASSET EXPERIENCE :
- Experience working on public sector projects or initiatives.
- Experience in conducting electromagnetic compatibility studies
- Experience in applying risk management or security practices, or experience in a cyber-security related field (e.g. network incident response, cyber research, information security, critical infrastructure).
- Experience with managing databases
- Experience in programming for applications in geomatics
- Experience in managing, designing or implementing a grants or contributions program
- Experience in the design and architecture of complex cloud-based systems
- Experience in managing multi-disciplinary teams.
- Experience in managing human resources.
- Experience in managing financial resources.
