Stream 1 positions are Senior Corporate Regulatory Compliance & Enforcement Advisor. These advisors are responsible for the planning and coordination of inspections. They are responsible for the coordination of national compliance verification projects and compliance and enforcement activities domestically and at the border. They are also responsible for the development of the program’s compliance and enforcement policies and procedures. They create the compliance and enforcement tools needed by the inspectors. They also create communication tools and may lead outreach and education initiatives.
Stream 2 positions are Senior Regulatory Policy & Risk Management Advisor. These advisors lead the development of proposals for new regulations and amendments to existing regulations under the applicable Act(s). They also lead the identification and implementation of appropriate risk management options to address the risks identified in risk assessments completed by the Program. They work with national or international partners to advance the development or revision of standards for consumer products and cosmetics or for updated to the Global Harmonized System (GHS) for Hazardous Products. They also create communication tools and may lead outreach and education initiatives.

Who we are:
The Consumer and Hazardous Products Safety Directorate helps to protect the health and safety of Canadians by identifying, assessing, managing and communicating health and safety risks posed by consumer products, cosmetics and workplace hazardous products. The Directorate is made of two Programs the Consumer Product Safety Program and the Workplace Hazardous Products Program.
Health Canada’s Workplace Hazardous Products Program is responsible for the Hazardous Products Act (HPA), the Hazardous Materials Information Review Act (HMIRA) and their associated regulations. We regulate Canadian industry, including importers, manufacturers, and suppliers, and require them to communicate hazards associated with products through the provision of supplier labels and safety data sheets via the standardized Workplace Hazardous Materials Information System (WHMIS). Implementation of WHMIS relies on interactions between many partners, including provinces and territories, and other stakeholder groups, such as suppliers of workplace chemicals, employers, and workers. Provincial, territorial, and Employment and Social Development Canada (ESDC) inspectors conduct the inspections for the program.
Health Canada’s Consumer Product Safety Program is responsible for the Canada Consumer Product Safety Act (CCPSA) and its Regulations and Food and Drugs Act (FDA) and its Cosmetic Regulations. The CCPSA addresses dangers to human health or safety that are posed by consumer products in Canada, including those that circulate within Canada and those that are imported. The Program identifies, assesses, manages and communicates risks to human health or safety of consumer products after they reach the consumer market. The Program takes a risk-based approach to regulating cosmetics, considering both the properties of the substances in products as well as the amounts to which people are exposed under normal conditions of use to determine whether there is a risk that needs to be addressed.

The minimum standard is:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in microbiology, biology, chemistry, mechanical engineering, pharmacy, food science, toxicology, or some other specialty related to the position.
Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
Experience:
- Experience in managing a project or the various stages of a program
- Significant and recent* experience in applying, interpreting and making decisions regarding regulatory requirements (for example workplace safety, chemical, drug, medical device, natural health product, tobacco, cannabis, consumer products, cosmetics).
- Significant and recent* experience in developing two or more types of documents. Examples may include operating procedures, guidelines, action plans, briefing materials, risk communications, policy documents, regulations, reports, educational outreach material or correspondence.
*Significant and recent is defined as 2 years of experience gained within the last 5 years
