Stream 1: Economic and Policy Analyst EC-04

These positions at Fisheries and Oceans Canada contribute to economic and socio-economic analysis supporting policy development and decision making. The analysis work includes on a wide variety of issues related to sustainable management of Canada’s aquatic resources and ecosystems and the economic prosperity of the fishing and marine industries. More specifically, some of the areas of focus are commercial fishing in maritime waters, species at risk, marine protected areas, small craft harbours, Indigenous fisheries, aquatic invasive species, and aquaculture.
Duties may include:
-Conducting quantitative and qualitative economic analyses, including cost-benefit analysis, economic impact, statistical, break-even and/or econometric analysis.
-Conducting projects and providing expert advice and recommendations to managers and senior managers.
-Working collaboratively across the organization, and possibly with representatives from other departments and international organizations to develop advice, analysis or frameworks.
-Responding in a timely manner and managing ad hoc requests from senior management or other sectors, as required.
The depth and level of responsibility in performing these tasks varies according to position level.

EDUCATION:
Streams 1 and 2:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.
Candidates must always have a degree. The courses for the specialization do not necessarily have to part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
Streams 1 and 2:
-Recent* experience in carrying out economic, socio-economic and/or statistical analyses.
-Recent* experience in conducting research and analyses to support the development or implementation of policies, programs, legislation or regulations.
-Recent* experience preparing, developing and presenting written and oral reports or summaries.
Stream 2 only:
-Recent* and significant** experience providing advice, recommendations and support to managers or directors.
Note:
*Recent experience is defined as experience generally acquired within the last five (5) years.
**For the Stream 2 (EC-05 level), the experience must be significant. Significant experience is defined as experience generally acquired over a period of two years.
The following education and experience qualifications could be deemed essential depending on the position.
ASSET EDUCATION:
Stream 1 and 2:
Master's degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics
ASSET EXPERIENCE:
Stream 1:
- Experience providing advice, recommendations and support to managers or directors.
Stream 2:
-Experience consulting internal and/or external stakeholders such as federal, provincial or territorial departments and agencies and non-governmental partners.
-Significant** experience in developing, analyzing, and interpreting qualitative and quantitative information and / or socio-economic policies and recommendations specific to fisheries, marine resources, natural resources, the environment or sustainable development.
-Experience conducting cost benefit analysis within a regulatory setting
-Experience coordinating various stages of a complex*** initiative or project.
-Experience working in the context of small craft harbours or other infrastructure programs.
-Experience in managing grants and contributions programs.
-Experience in capital expenditure planning.
-Experience preparing Treasury Board Submissions and/or Memoranda to Cabinet.
-Experience developing and writing briefing notes.

Fisheries and Oceans Canada administrative Regions include Newfoundland and Labrador, Maritimes, Gulf, Quebec, Ontario and Prairies, Artic, and Pacific. (This qualification could be deemed essential for the position).
