The intent of the process is to fill 1 position in Downsview, ON.
A pool of qualified candidates may be established as part of this process for anticipatory staffing needs within ECCC of identical or similar EC-05 positions of various durations (acting, assignment, deployment, indeterminate, term, secondment) with various language proficiency requirements , various security requirements, various conditions of employment in Downsview, ON or Burlington, ON.

Education:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
• Experience researching and analyzing environmental policy issues and preparing written analysis and/or policy advice for senior management (Director General level and/or above).
• Experience preparing briefing notes, reports, memoranda, and/or presentations for use by senior departmental officials and for Ministers.
• Experience collaborating on environment-related and/or policy-related initiative(s) with representatives from one or more of the following: other federal government departments or other levels of government, Indigenous Peoples and organizations, industry, non-government organizations, or other stakeholders.

Information on language requirements
Knowledge:
• Knowledge of current priorities as well as key policies and legislation of the Government of Canada related to freshwater quality and ecosystem health.
• Knowledge of major freshwater quality and ecosystem health science and policy issues in Ontario, as well as key interests of the provincial government, Indigenous Peoples and organizations, and other stakeholders with respect to these issues.
• Knowledge of the federal government’s policy-making process.
Abilities:
• Ability to communicate effectively in writing.
• Ability to communicate effective orally.
• Ability to work effectively under pressure to meet tight deadlines.
• Ability to synthesize complex issues into a format suitable for briefing senior management and Ministers.

Asset Qualifications:
Education:
• Postgraduate degree from a recognized post-secondary institution in environmental science, environmental studies, public policy discipline or in a field of study relevant to the position.
Organizational Needs:
