Intent of the process

The intent of this process is to establish a pool of fully or partially qualified candidates at the BBB/BBB level to fill current and future staffing needs. This pool of candidates may be used to staff similar positions of various tenures (casual employment, term or indeterminate) at Transport Canada.

EXPERIENCE
Same experience requirements for Stream 1 and 2:

E1: Experience in the application of engineering principles, practices and current technologies in at least ONE of the following areas with respect to either engineered consumer products OR industrial / commercial equipment:
• Design
• Development
• Manufacturing
• Quality Assurance
• Engineering testing and analysis
• Regulation/standards development
• Regulatory compliance auditing, inspection or testing
• Defect investigation and analysis

E2: Experience in dealing with representatives of a manufacturing industry.

E3: Experience in providing written and verbal advice to senior management.

AED3: Graduation with a Master’s degree from a recognized post-secondary institution in mechatronics engineering or other related discipline.

ASSET EXPERIENCE
Same asset experience for Stream 1 and 2:

AE1: Experience in the engineering testing of motor vehicles or motor vehicle equipment.

AE2: Experience in the development, application, or enforcement of motor vehicle safety standards and testing protocols.

AE3: Experience in dealing with test labs.

AE4: Experience in dealing with representatives of the motor vehicle or motor vehicle equipment industry.

AE5: Experience in dealing directly with consumers and the general public.

AE6: Experience in dealing directly with the media.

AA1: Ability to analyze and to identify safety deficiencies and to address these deficiencies through developing a regulatory solution

OPERATIONAL REQUIREMENTS
- On occasion, the work environment includes working within various vehicle and motor vehicle equipment inspection and testing facilities and outside grounds involving the oversight and/or conduct of vehicle and motor vehicle equipment inspections and/or testing with exposure to vehicle and motor vehicle equipment movements within confined spaces, fumes, noise, heat, cold and the operation of vehicle inspection and test equipment. Physical effort is required to stand, reach, bend, and move in awkward and difficult positions during the inspection. Sustained auditory and visual attention while operating a wide variety of different vehicles and under a wide range of weather conditions to detect and resolve off-standard performance issues and deficiencies.

- Willing and able to work overtime occasionally at short notice.

- Willing and able to travel occasionally including weekend travel.

EDUCATION
Stream 1:
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, biomedical engineering, automotive engineering or some other engineering specialty relevant to the duties of the position.

Stream 2:
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, mechatronics engineering, system engineering, automotive engineering or some other engineering specialty relevant to the duties of the position.

OCCUPATIONAL CERTIFICATION
Same occupational certification requirements for Stream 1 and 2:

-Hold a Canadian Professional Engineer’s accreditation or be eligible for certification as a professional engineer in Canada.

For Stream 1:
E4: Experience in at least ONE of the following:
• Measurement and analysis of occupant dynamics
• Crash avoidance technologies, for instance, but not limited to : vehicle lighting, braking, tires and mirrors

For Stream 2:
E5: Experience in at least ONE of the following:
• Designing electrical/mechanical devices, wireless transmission systems or communication protocols for vehicles or motor vehicle equipment.
• Testing electrical/mechanical devices, wireless transmissions systems or communication protocols for vehicles or motor vehicle equipment.
• The application of artificial intelligence and machine learning including machine vision and perception
• The application of principles of robotics
• The application of principles of cyber-security

KNOWLEDGE
Same knowledge requirements for Stream 1 and 2:

K1: Knowledge of the Motor Vehicle Safety Act (MVSA), and the safety regulations and standards pursuant to the MVSA, as well as associated testing protocols.

K2: Knowledge of automotive engineering manufacturing practices or safety certification processes.

K3: Knowledge of both the motor vehicle and equipment industries regulated under the MVSA, their organization and products.

ABILITIES

AB1: Ability to analyze safety deficiencies in the design, manufacturing, quality or performance of motor vehicle or motor vehicle equipment.
