Duties

Under the direction of senior project management, and in a multi-disciplinary team environment, assist with the planning and implementation of real property projects within the Parliamentary Precinct, and for projects for Canada’s scientific infrastructure, including labs and research facilities. Based in the National Capital Region, work on a variety of activities ranging from the pre-design to the post construction and occupancy stages of projects, including:

-Analysis of client’s project requirements;
-Procurement and execution of various site studies by subject matter experts including: building condition reports, heritage studies, geotechnical and environmental reports, etc.
-Implementation of quality assurance reviews during all phases of service delivery to ensure objectives of time, cost and quality are being met.
-Compilation of data for the preparation of budgets, forecasts and monitoring of expenditures.
-Human resources responsibilities, potentially managing file specific project teams, or having staff as direct reports.

Intent of the process

A pool of partially qualified candidates will be established through this process to staff bilingual Project Manager Level 1 positions within the Department of Public Services and Procurement Canada.

Acting opportunities may be offered to internal employees who qualify in the pool.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION

ENGINEERS: Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

ARCHITECTS: Graduation with a degree* in architecture from a recognized post-secondary institution

LANDSCAPE ARCHITECTS AND TOWN PLANNERS: Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, community planning or some other specialty relevant to landscape architect and town planner positions.

*Degree: A baccalaureate or higher level degree, as established by educational authorities.

Degree equivalency

EXPERIENCE
1. Extensive experience** managing*** complex**** real property projects or programs*****, including elements such as: schedules, budgets, scope requirements, multi-disciplinary consultants, construction contractors, team resources.
2. Extensive experience** managing*** real property procurement processes (such as requests for proposal, terms of reference, contract amendments), and/or contract administration.
3. Extensive experience** managing***, preparing, or reviewing documents, such as design or tender drawings, specifications, functional programs, and feasibility studies.
4. Extensive experience** providing strategic advice and recommendations to management/supervisor, clients, and/or stakeholders.

Definitions:
**Extensive experience is defined as having at least 7 years’ relevant experience within the last 10 years.
***Managing implies direct responsibility as a Project Manager.
****Complex implies at least three (3) or more of the following characteristics and have a value of a least $2.5M:
• large number of stakeholders requiring organized communication;
• important heritage / mechanical / electrical / environmental sustainability component;
• interrelated dependencies with other projects or programs;
• multi-disciplinary consultant team;
• alternative form of delivery;
• sustainable design; and,
• approvals required from central authorities (such as Treasury Board or a Board of Director or equivalent approval bodies in the private sector).
*****Program implies a group of related construction projects managed in a coordinated manner to obtain benefits not available from managing them individually.

ASSET - EDUCATION
1. Project Management Professional (PMP) certification and/or Leadership in Energy and Environmental Design (LEED) certification.
2. Eligibility for membership, or membership, with a provincial association granting professional license.
3. Other project management training or certification.

ASSET - EXPERIENCE
Experience working on complex**** real property projects and/or programs***** including a minimum of one of the following project types:
• scientific infrastructure;
• commercial, industrial, institutional facilities (e.g. academic, medical, etc.);
• high security facilities (e.g. government facility with security considerations, project with security clearances, etc.).
