WHAT YOU SHOULD KNOW:

LOCATION & TELEWORK
Virtual work reporting is possible in designated workplaces (footprint) stated above as established by ESDC's Human Resources Services Branch. Note due to COVID-19, the work will be done via remote work until further notice.

The ESDC Labour Relations Team is a strong, dedicated, hardworking, passionate and client service oriented team that operates virtually across Canada.

In addition, since we have already been working virtually for several years, we have all the tools in place to work efficiently from home: laptop, VPN, MS Teams, Skype, no paper files, virtual team meetings, etc. Our team promotes work-life balance and offers flexible work schedules.
The purpose of this process is to staff two (2) AS-03, Business Analyst positions indeterminately.
A partially assessed pool of candidates will be established to staff similar positions with various language requirements (Bilingual Imperative BBB/BBB, English Essential, French Essential) and various tenures using different staffing mechanisms (deployments, indeterminate/determinate appointments, actings, assignments/secondments) within the Employment and Social Development Canada's designated workplace.
Immediate staffing will be limited to the designated workplace established by ESDC's Human Resources Services Branch, such as: Edmonton, Vancouver, Winnipeg, Fredericton, Dartmouth, Toronto, Gatineau, Montréal Island, Québec.
Indeterminate appointments, acting appointments, deployments and assignments in other sites may be considered for ESDC employees occupying a substantive position within the Human Resources Services Branch, but working outside the locations noted above.

EDUCATION
• A secondary school diploma or a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCE
• Experience reviewing a business process or system with a goal of introducing improvements or efficiencies.
• Significant* experience using Excel, such as conditional formatting, advanced charting, pivot tables and macros.
• Experience using PeopleSoft (Version 8.9 or higher).
*Significant refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope and complexity. It is normally acquired over a period of two (2) years.
ASSET QUALIFICATIONS (not mandatory but may serve to select candidates)
• Experience developing Cognos reports.
• Experience developing PeopleSoft reports.
• Experience with Case Management system.

ASSESSMENTS

Candidates must meet all the essential criteria in order to be appointed. However, applicants may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.
A variety of assessment tools may be used in the assessment of candidates, such as: written test, self-assessment, situational exercise, oral interview and/or reference checks. Note that assessment tools will be administered electronically and virtually.
Please note that asset qualifications and/or a top-down approach may be used at any stage of the assessment process to identify which applications will be given further consideration.
What is a top-down selection? It is where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.
All information obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidates.
At the time of assessment proof of education will be required. If you were educated outside of Canada, you must have your credentials and/or diploma assessed against Canadian education standards. The public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, through a recognize credential assessment service.
