Intent of the process

This selection process will be used to fill both current and upcoming vacancies.

A pool of qualified or partially qualified candidates may be established to staff similar positions with various security requirements and various tenures within Employment and Social Development Canada, across Canada.

Presently, the official location (designated workplace*) of the positions to be staffed is Place du Portage – Phase IV in the National Capital Region (NCR). However, due to the COVID-19 pandemic, our employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or the employee’s residence. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.

EDUCATION
ED1- Secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
EX1- Significant* experience in providing strategic or operational advice and recommendations to senior management**
EX2- Experience in developing, managing, and delivering projects or programs at a regional or national level
EX3- Significant* experience in developing briefing materials and reports to senior management**
EX4- Significant* experience in building relationships with various internal and external stakeholders on projects, programs, or services
EX5- Experience in leading human resources***

* Significant refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were the candidate’s primary work responsibilities for a period of 2 years. ASSET QUALIFICATIONS

EDUCATION
AED1- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the work to be performed.

Degree equivalency

OCCUPATIONAL CERTIFICATION
AOC1- Certification in Project Management (PMP, Prince 2 or similar).

EXPERIENCE
AEX1- Experience in leading service, projects, or program delivery activities in the federal government.
AEX2- Experience in leading a major transformation project such as procurement, service design, or business architecture.
AEX3- Experience in collaborating with Information Technology specialists for the conception, planning, design, implementation or delivery of solutions, initiatives, or services.
AEX4- Experience in using MS Project.
AEX5- Experience in managing financial resources.
AEX6- Experience in conducting policy gap analysis.
AEX7- Experience in representing an organisation with regional, national or international clients/stakeholders on high-level strategic program.
AEX8- Experience in working in a project management office.
AEX9- Experience with project management policy, guidelines and methodologies.
AEX10- Experience in risk management or change management frameworks/plans.
AEX11- Experience in implementing legislative changes influencing business or systems design.
