The Regional Manager positions will:
• assist in managing a team of skilled professionals and an operating budget in implementing national and regional policies, strategies and programs to promote the efficient and sustainable use of fisheries resources in the Arctic Region;
• direct and oversee consultations with the fishing industries, provinces/territories, Indigenous and co-management organizations, environmental community groups and other stakeholders, to address constantly changing pressures affecting the economic and sustainable use of fishery resources;
• develop and maintain strong relationships with a wide range of stakeholders;
• manage the negotiation, development, implementation and evaluation of major plans, agreements, protocols, programs and regulatory frameworks;
• develop, integrate and provide expert advice and recommendations for decision-making by senior management
• build and maintain effective relationships with other program managers and staff
DFO manages fisheries using science and Indigenous Knowledge in decision-making. Fisheries Management develops and implements plans, policies, and programs to sustainably manage fisheries in the Arctic. Key priorities for fisheries management include: economic viability and opportunity; environmental and resource sustainability and conservation; and the inclusion of right-holders and stakeholders in decision-making processes consistent with legislated land claim agreements.
We work to provide Canadians with a sustainable fishery resource that provides for an economically prosperous and diverse fishery environment. We do this by leading or supporting the following activities:
• assisting Inuit, Métis, and First Nation groups in the development and management of their fisheries;
• managing data and information including harvest statistics, quotas and allocations, permits and licenses;
• developing and/or supporting integrated fisheries management plans;
• contributing to the development and implementation of sustainable fisheries framework policies;
• supporting the development of small scale and exploratory fisheries;
• distributing or issuing marine mammal tags, licenses, log books, sample kits and other materials to support sustainable harvesting and monitoring;
• developing and supporting community monitoring programs;
• supporting the use and sharing of all forms of knowledge including local traditional knowledge;
• hosting consultation, engagement and education activities;
• developing updates/decisions and participating in industry, government, co-management organizations and other stakeholder meetings and hearings.
The intent of this process is to staff one (1) indeterminate position in Iqaluit, NU. It may also be used to staff positions in Inuvik, NT, and Winnipeg, MB; however, these are anticipatory in nature. Priority will be given to staffing positions in Nunavut, or Northwest Territories; however, some positions may be staffed in Winnipeg, Manitoba on an as needed basis. Remote work assignments from other locations may also be considered.
A pool of qualified candidates will be established and may be used to staff similar positions on an indeterminate, acting, specified period, deployment, or assignment basis, as needed.
The results of this process may be used to staff similar term and/or permanent positions at Fisheries and Oceans Canada (DFO) and other Departments and Agencies who have positions in Nunavut. Linguistic profile requirements as well as tenures and/or security clearance may vary according to the position being staffed.

ESSENTIAL EDUCATION
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position OR an acceptable combination of education, training and experience related to the duties of the position.
ESSENTIAL EXPERIENCE
• Recent* experience with complex** consultations or collaboration initiatives in the development or delivery of programs or services
• Significant*** experience in providing management with strategic advice and recommendations on complex and sensitive program or policy issues
• Experience in supervising or leading a working group or team
• Experience establishing and maintaining relationships with at least two of the following on resource management issue: Indigenous groups, non-government organizations, industry, co-management agencies and other levels of government.
*Recent is defined as at least within the last five years.
**Complex means multifaceted, multi-dimensional and multi-client issues (applicants to describe the types of issues).
*** Significant experience is defined as experience normally associated with depth and breadth over a period of approximately eighteen (18) months
ASSET EDUCATION
• Master’s degree from a recognized post-secondary institution with an acceptable specialization relevant to the duties of the position
ASSET EXPERIENCE
• Experience in the development or implementation of policies, strategies or programs for the management of fisheries resources
• Experience with implementation of Land Claim Agreements or treaties in Canada
• Experience managing human and financial resources
• Experience in regional or national DFO fisheries management licensing procedures and policy
