The Digital Forensic Examiner conducts examination of Computer System and Electronic Devices, by conducting forensic search, seizure, data analysis, and evidence recovery services provided to investigators during the performance of inspections, searches, or investigations of fishers, fish buyers, processors, distributors or related entities to ensure compliance with statutes and regulations administered by Fisheries and Oceans Canada

Intent of the process

The immediate intent of the process is to staff 4 positions in the following locations:

- Dartmouth, NS (1 position)
- St. John's, NL (2 positions)
- Vancouver, BC (1 position)

Considering the duties of the position, the candidates will be required to work physically in a DFO offices in one of the above mentioned locations. Therefore, telework/virtual work will not be possible.

A list of qualified candidates will be established and may be used to fill similar positions with various language requirements (e.g. English essential, bilingual BBB/BBB, bilingual CBC/CBC), tenures and security requirements within Fisheries and Oceans Canada.

Education:
• Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience*.

*Definition of combination of education, training and/or experience:
The acceptable combination of education, training and/or experience (in lieu of successful completion of two years of an acceptable post-secondary educational program) must be demonstrated by having:
1. Obtained a Secondary School Diploma; and
2. Completed at least five (5) recent courses in a computer related field; and
3. Acquired at least three (3) years of professional experience working in a computer related field.

Note: At the manager’s discretion, an acceptable combination of education, training and /or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

Experience:
• Significant experience* working as an Information Technology (IT) Technician or as a Digital Forensics Examiner.
• Experience in the networking concept TCP/IP Protocol.
• Experience in supporting Microsoft desktop operating systems in Windows 7 and 10.
• Experience installing, configuring and maintaining computer hardware, software and peripherals.

*”Significant experience” refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties for a period of approximately two (2) years.

ASSET QUALIFICATIONS

Occupational Certification:
• Successful completion of a computer forensic certification process from a recognized Association or Industry.

Examples: Certified Forensic Computer Examiner (CFCE), Certified Computer Examiner (CCE), GIAC Certified Forensic Analyst (GCFA) and GIAC Certified Forensic Examiner (GCFE), CyberSecurity Forensic Analyst (CSFA), EnCase Certified Examiner (EnCE).

Experience:
• Experience conducting forensic examination of computer systems**.

**Computer systems relate to digital devices which contain a file system and an operating system and can include servers, computers, mobile phones, navigational equipment, digital video surveillance devices, etc.
