The Project Certification Manager (STREAM A) is responsible for:
• Leading multidisciplinary specialist teams and managing the delivery of NAC projects through the provision of specialized engineering project management services for the process related to Canadian aeronautical product design approval and the validation of foreign aeronautical product approvals in Canada.
• Providing advice to Transport Canada staff, other government departments, delegates, the aviation industry, associations, international airworthiness organizations and the public on the application of regulations, standards, policies and procedures related to the processes governing aeronautical product design approval.
• Providing support and advice to the Delegation and Surveillance Division in the review of Ministerial delegates’ documented processes for design approval of aeronautical products.
• Supports the evolution of the regulatory framework by participating in international and domestic committees and working groups and by providing leadership and direction for the evolution of processes and policies governing the design approval of aeronautical products.
The Senior Engineer, Delegations and Surveillance (STREAM B) is responsible for:
• Managing the NAC Ministerial Delegation program
• Managing the NAC Surveillance program of Delegates and Design Approval document holders though formal inspections.
• Developing, implementing and maintaining the NAC Quality Management System
• Managing the National program for Safety Management Systems oversight of Design Organizations as it contributes to Canada’s State Safety Program that is mandated by ICAO.
The Delegations and Surveillance Division works in collaboration with Industry and other Divisions within NAC to administer the above programs. The ability to work independently as well as teams (leading or specialist) is required on a daily basis. The ability to manage multiple projects simultaneously requires individuals to be highly organized, and able to deal with potentially challenging situations.
Our office is located at 159 Cleopatra Drive in Nepean, Ontario.
National Aircraft Certification (NAC) establishes and regulates standards for aeronautical products designed and operated in Canada, and guides the aerospace industry with respect to certification in highly technical fields such as:
• aircraft design, structures, avionics;
• electrical and mechanical systems;
• power plants;
• equipment;
• engineering flight tests.
NAC is responsible for approving new and modified aeronautical products built or operated in Canada by:
• reviewing and verifying design and performance data;
• supervising and performing ground and flight tests;
• awarding Transport Canada Type Certificates;
• continuing airworthiness of aeronautical products.
The results of this process will initially be used to staff one English essential position on an indeterminate basis.
A partially or fully assessed pool of candidates may also be created to be used to staff positions with various linguistic profiles (English essential, bilingual imperative BBB/BBB and CBC/CBC), as required at future dates within Transport Canada.

ED: Graduation with a degree from a recognized post-secondary institution in an engineering specialty relevant to the duties of the position.
OR
Occupational Certification
OC: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Experience
EX1: Significant* and recent** engineering experience in design, development, testing, certification, in-service support or airworthiness of aeronautical products or experience in project management within a technical environment.
*Significant is defined as having 5 or more years of experience whilst progressively acquiring increased responsibilities
**Recent experience is defined as within the last 10 years.

FOR BOTH STREAMS:
AEX1: Experience in applying safety and risk management concepts and principles within a technical environment
AEX2: Experience in providing guidance to others on the interpretation or application of Civil Aviation regulations, standards or guidance material related to Aircraft Certification process or Delegation
STREAM A:
AEX3: Experience in managing product certification programs.
AEX4: Experience in managing civil aeronautical product certification programs.
STREAM B:
AEX5: Experience in auditing design, quality assurance, or safety management systems

OPERATIONAL REQUIREMENTS
Must be willing and able to travel nationally and internationally as required.
Must be willing and able to work overtime and weekends as required.
