We are looking for individuals experienced in operational level labour relations in a unionized environment from both the private sector and the non-Federal public sector to join our team.
The Department of National Defence (DND) is a large organization with approximately 25,000 civilian employees represented by the majority of the 18 Bargaining Agents who represent public service employees employed in the Federal Public Service. Labour Relations Officers in DND provide advice and guidance to a dedicated client group on a wide area of operational issues involving employees including misconduct, performance issues, absenteeism, medical and personal issues impacting employment, workplace accommodation, grievances, Canadian Human Rights Complaints, collective agreement interpretations/applications, exclusions from representation by a union, strike preparation and strike management.
As a member of our team, you will have an opportunity to play a key role in providing services to our clients, interact with a dynamic group of professional teammates, and receive mentoring/support in learning the DND organization and the specific differences in labour relations in both DND and the Federal Sector.
The Labour Relations Operations Team in DND provides service through 5 teams, each team dedicated to provision of service to a specific set of Canadian Armed Forces and DND organizations. The majority of services within each team are provided remotely, meaning that regardless of the location of the Labour Relations Officer, their clients could be from anywhere across Canada.
The locations listed for this recruitment represent the locations within DND where office space can be provided, and do not denote that service will be provided by a Labour Relations Office to clients at that specific DND location.
Our staff have broad experience in working in teams providing remote service, and supporting staff in this challenging and interesting manner of service provision. Our clients are experienced in receiving support in this remote service provision environment. They are not focused on in-person service, but rather on person-to-person service.
Our teams consists of collaborative and supportive individuals, supervisors and managers who value team interaction and team problem-solving.

Your résumé.
Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
Experience:
EX1: *Recent and **Significant experience in providing ***Operational Level advice and guidance to management in labour relations in a unionized environment.
EX2: Experience in writing documents prepared for management to guide decision-making such as (but not limited to) briefing notes, recommendations to management, reports on reviews of key labour relations activities such as misconduct, grievances, administrative investigations and workplace accommodation.
EX3: Experience in the interpretation and application of legislation, collective agreements and policies related to labour relations.
* Recent experience is defined as within the past five (5) years.
** Significant experience refers to the complexity and diversity of cases handled and the level of autonomy demonstrated which is normally associated with the performance of the duties for approximately three (3) years.
*** Operational level advice and guidance includes key labour relations activities such as (but not limited to) grievances, workplace accommodation, misconduct, unsatisfactory performance.
Asset Experience:
AEX1: Experience working with union representatives in order to resolve issues.
AEX2: Experience mediating and/or influencing outcomes to workplace conflicts or disputes.
AEX3: Experience in delivering training or awareness sessions.
AEX4: Experience working on preparation of cases for review by 3rd party jurisdictions, such as (but not limited to) Provincial Workers’ Compensation Boards, Provincial or Federal Human Rights Commissions, and Grievance Arbitration or Adjudication Boards/Tribunals.
AEX5: Experience with collective bargaining or strike management.
