Shared Services Canada (SSC) provides IT infrastructure and services for departments and agencies in the Government of Canada. It is playing a central role in delivering on the Government of Canada’s digital vision by building a modern, reliable, and secure digital platform for the delivery of programs and services for Canadians.
The COVID-19 pandemic has hastened the pace of change and is fostering the development of new “digital first” strategies. After COVID, many Canadians will not want to go back to lining up at service counters to access government programs. More and more services will need to move online and there will be greater expectations among Canadians for access to government services through mobile phones and other devices. Within the Public Service, the Government of Canada is actively encouraging telework as departments plan for the eventual return to workplaces.
In light of these operational and strategic realities, SSC is building a best-in-class evaluation function. Our growing team of professionals provides neutral and independent assessments of the relevance, effectiveness and efficiency of SSC programs for the President and the Executive Board. Our analyses and recommendations help to inform key decisions for the department, add value to SSC clients, and improve the delivery of services and results for Canadians.

EDUCATION:
Ed1. Graduation with a Master’s degree from a recognized post-secondary institution with acceptable specialization in evaluation, economics, sociology, statistics, public administration, or business administration.
Notes: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
Ex1. Recent and significant experience* in conducting in-house program evaluations** or equivalent***
Ex2. Recent and significant experience* in communicating findings from in-house evaluations** or equivalent*** (e.g., briefing notes, memoranda, correspondence, summary reports, presentations, issue papers) to management
Ex3. Recent and significant experience* in writing sections of in-house evaluation** reports or equivalent ***
* Recent and significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of three (3) years within the last seven (7) years.
** Conducting in-house evaluations includes the entire process, e.g., developing evaluation work plans, conducting interviews, analyzing information, and writing reports. Managing a contract where a consultant or consulting firm is the one who is conducting the evaluation will not be considered sufficient to meet this requirement.
*** Evaluation is the systematic and neutral collection and analysis of evidence to judge merit, worth or value. Assessments of the effectiveness of an organization (or government program) gained through management consulting, IT strategy, performance auditing, or internal auditing may be considered as equivalent as evaluation experience and included.
For equivalency, candidates must provide sufficient details to demonstrate that the engagement focused on the achievement of results. In addition, the data collection methods used must be clear. Data collection methods in evaluations typically include document reviews, interviews, analysis of existing data. Evaluations will often include opinion surveys of stakeholders, recipients and beneficiaries. Focus groups, literature reviews, and comparisons with other jurisdictions are also used.

Bilingual imperative: The successful candidate will possess a minimum result of BBB/BBB on their second language evaluations conducted by the Public Service Commission of Canada.
