Duties

The environment in general interests you and you wish to contribute to the environmental assessment of projects, to the description of natural habitat, to the management of contaminated sites, to improve environmental compliance, to the effort of greening government operations or in sustainable development?

You probably have the ideal profile to join the ranks of the Environmental Services team at PSPC - Quebec Region.

PSPC's Environmental Services are called upon to use their expertise in the service of the department as well as other federal agencies and departments for the achievement of various environmental mandates.
For example :
• Lead various projects, studies, research and analyzes in the environment;
• Propose measures to promote compliance with environmental standards and regulations, the achievement of departmental and federal government objectives in order to ensure the compliance and sustainability of the real estate portfolio of PSPC Quebec region;
• Provide advice on the impact that proposed projects, activities and decisions may have on the environment, and recommend appropriate measures;
• Interact with numerous clients, partner organizations, representatives of regulatory bodies and internal and external professional groups in order to provide various environmental advice;
• Sits on national committees and acts as an expert in a cutting-edge area of the environment to advise the ministry and clients.

Education:
A degree* from a recognized post-secondary institution with an acceptable specialization in biology, geology, chemistry, geography, engineering or any other field related to the duties of the position.
*The term “degree” refers to a baccalaureate as established by educational authorities.

Degree equivalency

Experience:

***In the following paragraphs, extensive and recent experience is defined as a minimum of approximately 5 years of experience acquired within the last 10 years in these areas of expertise:

MANDATORY BASIC EXPERIENCE
- Extensive and recent experience in project management and/or study management in the environmental field (contract management, budget tracking, work team management, acceptance of deliverables);

- Extensive and recent experience in providing environmental services and client relationship management.

EXTENSIVE AND RECENT EXPERIENCE IN MINIMALLY ONE OR MORE OF THE FOLLOWING AREAS OF EXPERTISE (years of experience by expertise, not cumulative):

1. Conducting (or supervising) federal and/or provincial environmental assessments of various projects (including aquatic projects such as marine structures, dredging and others) and coordinating with the federal and/or provincial environmental assessment process;

2. Conducting or supervising wildlife and plant inventories, preparing or validating sampling and inventory protocols, and classifying environments (biotope/habitat);

3. Managing terrestrial or aquatic contaminated sites, including environmental site assessments (Phase I, II and III ESAs), environmental monitoring, remediation of contaminated sites (water, soil, sediment and waste, etc.) and toxicological and ecotoxicological risk analysis;

4. Conducting studies, analyzing data and providing recommendations on industrial hygiene issues. More specifically, assessing the risk in industrial hygiene, including air quality, noise assessment and management of asbestos, mould, lead and hazardous substances. This involves the following steps: characterization, risk assessment, management plan, plans and specifications, and work supervision;

5. Conducting studies, analyzing data and providing recommendations on petroleum equipment issues. More specifically, managing storage tank systems (petroleum equipment) for petroleum products. This involves the following steps: inspection or audit, design, monitoring, training and operating;

6. Verifying and monitoring the compliance of Policies, environmental acts and regulations within a property management context (wastewater, halocarbons, hazardous materials, residual materials);

7. Coordination of implementation of following up on greening and sustainable development commitments at the level of organizations (sustainable buildings and certifications (ISO, LEED, Well and others), climate change, water consumption in buildings, life cycle analysis);

8. Managing mandates that calculate greenhouse gas (GHG) emissions or offset GHGs;

9. Managing a drinking water quality monitoring program and a drinking water treatment system.
