The Royal Canadian Mounted Police (RCMP) is looking for talented and skilled individuals to join its adjudications team. Our team is located at 73 Leikin Drive in Ottawa, Ontario (Barrhaven), in a modern building with plenty of free parking, and convenient access to bus routes immediately outside of the building.
The immediate need is to staff two positions on an indeterminate basis, with a linguistic profile of Bilingual Imperative CCC/CCC and an RCMP Secret security clearance
A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, secondment or assignment) basis, with various bilingual linguistic profiles and various RCMP security clearances.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

A bachelor of Law degree (JD/LL.B/B.C.L./LL.L.) from a recognized post-secondary institution.
ESSENTIAL EXPERIENCE:
EX1. Recent* and significant** Experience in administrative law principles and practice;
EX2. Recent* and significant** Experience coordinating and conducting legal research including analyzing and documenting information; and
EX3. Recent* and significant** experience in preparing, drafting or formatting correspondence, reports or other documents that include the analysis of legal issues.
NOTE:
*Recent is defined as experience normally associated with performing the duties of the position within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally acquired with having directly performed the functions on a continuous basis for approximately two (2) years.
ASSET EXPERIENCE
A/EX1. Experience in adjudication and decision-making in an administrative law context;
A/EX2. Experience in conducting critical analysis of records submitted for a decision by a quasi-judicial tribunal;
A/EX3. Experience working with the RCMP Act, and Regulations (including the Commissioner’s Standing Orders) as they related to grievance and conduct matters;
A/EX4. Experience in drafting decisions, at time extensive, with reasons supported by applicable legislation, policy and jurisprudence;
A/EX5. Experience in drafting legal decisions pertaining to labour and administrative law in the context of policing;
A/EX6. Experience with one or more of the following: RCMP conduct process, a legislated grievance process, Canadian Human Rights Act, Privacy Act, Treasury Board Secretariat Policy on Prevention and Resolution of Harassment in the Workplace, duty to accommodate, administrative law, principles of natural justice and procedural fairness, judicial review; and
A/EX7. Experience in providing advice to Director (EX-01 / Superintendent) levels or higher.

ESSENTIAL KNOWLEDGE:
K1. Knowledge of general labour law and human rights principles applicable to
Government of Canada employees;
K2. Knowledge of legal research principles and practices;
K3. Knowledge of the RCMP Act R.S.C., 1985, C.R-10, of the RCMP Regulations, 2014, of the Commissioner's Standing Orders (Grievances and Appeals), of the Commissioner’s Standing Orders (Conduct), of the RCMP Administration Manual II.3 (Grievances and Appeals) and of the RCMP Administration Manual XII.1 (Conduct); and
K4. Knowledge of the mandate and role of the RCMP.

OPERATIONAL REQUIREMENTS:
Willing and able to work overtime as and when required and on short notice to meet operational requirements.
